SURVEY COMMITTEE MEETING
September 1, 2005

AGENDA
1. Welcome: Len Norman, Committee Chairman
Mr. Norman welcomed everyone
to the meeting.
2. Director’s
Report: Dan Morrill
Dr. Morrill reported that
Staff continues to work with the Charlotte-Mecklenburg Planning Commission
to assure that the results of the Charlotte Center City Survey are
incorporated into future planning for Uptown Charlotte. Debra Campbell,
Planning Director, has assigned that task to Mr. John Rogers, who will be
coordinating efforts with the HLC staff.
Dr. Morrill reported that
Hope Murphy has completed the historical essay on the history of Mt. Moriah
Baptist Church. The information will be shared with members of the church
in hopes that they will support historic landmark designation of the
property. He stated that Staff would report back to the Committee on future
developments concerning this matter.
3. Study List
Applications: Dan Morrill
Dr. Morrill reported that the
owner of the Wallace House, 6100 Monroe Road, at the corner of Monroe Road
and Ramah Road, has requested historic landmark designation of the
property. Mr. Stewart Gray has visited the house and found that it is am
imposing local example of Colonial Revivalism. Clearly, the house needs
additional documentation, but Staff believes it is worthy of placement on
the Study List.
DR. MATTSON PRESENTED A MOTION SECONDED BY MR.
NORMAN THAT THE SURVEY COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS
COMMISSION THAT THE WALLACE HOUSE, 6100 MONROE ROAD, CHARLOTTE, N. C., BE
PLACED ON THE HLC’S STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS. THE
COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
Dr. Morrill explained that
the Town of Davidson is interested in working with the Commission to secure
the preservation of the Bell Stamey House on Shearer Road. One of the
scenarios involved would be for the Commission to acquire the property and
restore it for resale. This would require historic landmark designation of
the property. Dr. Morrill further reported that he has toured the ETJ of
Davidson and has determined that the Bell Stamey House, especially taking
into account is setting, does possess individual historic significance.
MR. BENSON PRESENTED A MOTION SECONDED BY MR. ALSOP
THAT THE SURVEY COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION
THAT THE BELL STAMEY HOUSE ON SHEARER ROAD, DAVIDSON, N. C., BE PLACED ON
THE HLC’S STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS. THE COMMITTEE
UNANIMOUSLY APPROVED THE MOTION.
Dr. Morrill explained that
the Town of Matthews has requested that the John W. Beddow House be placed
on the Study List of prospective historic landmarks. The house, which sits
at the end of North Ames Street, is especially significant because of its
sylvan setting. The Town of Matthews will fund the Survey and Research
Report.
MR. BENSON PRESENTED A MOTION SECONDED BY MR.
ALSOP
THAT THE SURVEY COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION
THAT THE JOHN W. BEDDOW HOUSE, 341 NORTH AMES STREET, MATTHEWS, N. C., BE
PLACED ON THE HLC’S STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS. THE
COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
4. Survey and
Research Reports: Dan Morrill
Dr. Morrill reported that
Staff had conducted a reconnaissance survey of the Eastover neighborhood as
directed by the Committee to determine whether the Henderson House at 314
Eastover Road possesses individual special significance. While conducting
this study, Staff visited with the owners and explained the consequences of
historic landmark designation. Staff subsequently received a phone call
from the owners requesting that the property not be processed for historic
landmark designation at this time.
MR. BENSON PRESENTED A MOTION SECONDED BY DR.
MATTSON THAT THE SURVEY COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS
COMMISSION THAT THE HENDERSON HOUSE, 314 EASTOVER ROAD, CHARLOTTE, N. C.,
BE REMOVED FROM THE HLC’S STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS AND
THAT THE PROCESSING OF THE PROPERTY FOR HISTORIC LANDMARK DESIGNATION BE
TERMINATED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
Dr. Morrill reported that the
Charlotte Center City Survey identified the Virginia Paper Company Building
as a building of special historic significance. The County, which now owns
the building, has no objection to historic landmark designation of the
building. A Survey and Research Report can be prepared using information
which is contained in the Charlotte Center City Survey.
DR. MATTSON PRESENTED A MOTION SECONDED BY MR. ALSOP
THAT THE SURVEY COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION
THAT THE VIRGINIA PAPER COMPANY BUILDING, 416 WEST THIRD STREET, CHARLOTTE,
N. C., BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION AND THAT THE
COMMISSION PAY FOR THE SURVEY AND RESEARCH REPORT. THE COMMITTEE UNANIMOUSLY
APPROVED THE MOTION.
5. Survey of early
20th Century revival style log buildings:
Dan Morrill
Dr. Morrill reported that Mr.
Stewart Gray has completed the survey of early 20th century
revival style log buildings. Mr. Gray will be present to review his
findings at the next meeting of the Survey Committee.
6. Samuel Neel
House Boundary Change: Dan
Morrill
Dr. Morrill explained that
developers are requesting that the boundaries of the historic landmark be
altered slightly to accommodate a new housing development. Dr. Morrill
stated that Staff had reviewed the proposed boundaries changes and had
determined that will not compromise important historic resources.
MR. BENSON PRESENTED A MOTION SECONDED BY DR.
MATTSON THAT THE SURVEY COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS
COMMISSION THAT THE PROPOSED CHANGES TO THE NEEL HOUSE BOUNDARIES BE
APPROVED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
7. Huntersville
Prison Update
Ms. Althouse, who is
preparing a Survey and Research Report on the property, reported on his
progress. Dr. Morrill stated that he would bring the Survey and Research
Report to the Survey Committee at its next meeting.
8. Morningside
Apartments Special Request
An explanation of the
historical, cultural, and architectural significance of the Morningside
Apartments was made by Ms. Claar. There was a general consensus that the
Apartments should be placed on the Study List.
MR. ALSOP PRESENTED A MOTION SECONDED BY DR. MATTSON
THAT THE SURVEY COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION
THAT THE MORNINGSIDE APARTMENTS BE PLACED ON THE HLCS’S STUDY LIST OF
PROSPECTIVE HISTORIC LANDMARKS. THE COMMITTEE UNANIMOUSLY APPROVED THE
MOTION.
9. Old Business
There was no old business.
10. New Business
There was discussion of how
the Commission might identify buildings of the post World War Two era that
have yet to be identified. Staff will consider how best to move ahead with
such an undertaking and report back at the next meeting of the Committee.
Dr. Morrill reported that the
Town of Pineville will be moving ahead with comprehensive preservation
planning with the HLC and that Matthews has expressed interest in
comprehensive preservation planning.
Dr. Morrill explained that
UNCC students are doing historic preservation research in the Town of
Davidson.
