1. Opening Remarks by Chairman:
Ava Autrey
Ms. Autrey welcomed everyone to
the meeting. She reviewed the meeting procedures.
2. Comments of Consulting
Director: Dan Morrill
Dr. Morrill reported that new
members of the Committee were present at an earlier time immediately
before the meeting for instructions on committee operations.
3. Consideration for an
Application for a Certificate of Appropriateness:
Beaver Dam, 19600
Davidson-Concord Rd., Davidson, N. C.
Mr. Fraher and Mr. Boyte were
present in support of the application (attached) for a Certificate of
Appropriateness.
Dr. Morrill showed slides of the
property, briefly reviewed the history of the property and discussed the
application. He asked the Committee members to refer to Architect Amy Gray’s
letter (attached) giving an opinion on the proposed plans.
Mr. Fraher and Mr. Boyte
distributed design plans and answered questions.
MR. FELDER PRESENTED A MOTION
SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION
THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR BEAVER DAM,
19600 DAVIDSON-CONCORD ROAD, DAVIDSON, N. C., BE APPROVED AS SUBMITTED.
THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
4. Consideration for an
Application for a Certificate of Appropriateness:
Chairman Blake House, 127
S. Main St., Davidson, N. C.
Brian Jenest and Sarah Jenest
were present in support of the application (attached) for a Certificate of
Appropriateness.
Dr. Morrill showed slides of the
property, briefly reviewed the history of the property and discussed the
application. He reminded the Committee members that the house is being
moved September 25th from its current location on S. Main St. to a new
street located approximately 100 yards back from the current location. The
house was scheduled for demolition if a move had not been arranged. Mr.
and Mrs. Jenest will be the owners of the house. He asked the Committee
members to refer to Architect Amy Gray’s letter (attached) giving an
opinion on the proposed plans.
Mr. and Mrs. Jenest discussed
proposed design plans and answered questions.
MR. MISENHEIMER PRESENTED A
MOTION SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS
COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR
THE CHAIRMAN BLAKE HOUSE, 127 SOUTH MAIN STREET, DAVIDSON, N. C., BE
APPROVED AS SUBMITTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
5. Consideration for an
Application for a Certificate of Appropriateness:
Wadsworth House, 400 S.
Summit Ave., Charlotte, N. C.
Mr. Williams, the owner’s
architect and Judge Fulton, the new owner, were present in support of the
application (attached) for a Certificate of Appropriateness. Mr. Brooks,
the HLC’s consulting architect, was present with recommendations for the
Application.
Dr. Morrill distributed a copy of
the letter (attached) received from Mr. Brooks evaluating the proposed
changes. Mr. Brooks explained his recommendations regarding the changes.
Mr. Williams discussed the application and answered questions about the
proposed conceptual changes for the property which will serve as a
conference center.
MR. FELDER PRESENTED A MOTION
SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS
COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR
THE WADSWORTH HOUSE, 400 S. SUMMIT AVENUE, CHARLOTTE, N. C., BE APPROVED
CONCEPTUALLY AS SUBMITTED WITH THE UNDERSTANDING THAT THE SUGGESTIONS IN
MR. BROOKS’S LETTER WILL BE INCORPORATED INTO THE FINAL CONSTRUCTION
DRAWINGS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
6. Consideration for an
Application for a Certificate of Appropriateness:
Morrocroft, 2525
Richardson Drive, Charlotte, N. C.
Ms. Daniel, architect for the new
purchasers of the property, was present in support of the application
(attached.) Mr. Yelverton, the consulting architect for the HLC, discussed
the recommendations he made in the distributed letter (attached.)
Dr. Morrill showed slides of the
property, and briefly discussed the history of the house , the former home
of N. C. Governor Morrison, and the changes proposed for the house which
will be occupied by Mr. and Mrs. Melvin Graham.
Ms. Daniel presented design plans
proposed for the property and answered questions.
MS. BOS PRESENTED A MOTION
SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS
COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR
MORROCROFT, 2525 RICHARDSON DRIVE, CHARLOTTE, N. C., BE APPROVED
CONCEPTUALLY AS SUBMITTED AND DESCRIBED AT THE DESIGN REVIEW COMMITTEE
EXCEPT THAT THE ONLY WINDOW THAT CAN BE REMOVED FROM THE HOUSE FOR A
DOORWAY IS THE WINDOW LOCATED AT THE CORNER OF THE KITCHEN. THE COMMITTEE
APPROVED THE MOTION WITH AN OPPOSING VOTE CAST BY MR. BOOKOUT.
7. Consideration of Applications
for Certificates of Appropriateness:
Charlotte Cotton Mills,
508 W. Fifth St., Charlotte, N C.
Mr. Bolt and Mr. Hutcheson were
present in support of the applications (attached) for Certificates of
Appropriateness. Dr. Morrill distributed a copy of a letter (attached)
from Mr. Barry Miller, architect representing the HLC, discussing the
proposed application. Dr. Morrill showed slides of the property which the
HLC recently voted to jointly purchase with Pappas Properties for
restoration.
MR. MISENHEIMER PRESENTED A
MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS
COMMISSION THAT THE APPLICATIONS FOR CERTIFICATES OF APPROPRIATENESS FOR
THE CHARLOTTE COTTON MILLS, 508 W. FIFTH STREET, CHARLOTTE, N. C., BE
APPROVED AS SUBMITTED REGARDING THE DEMOLITION OF BUILDING "C"
SHOWN IN THE PROPOSED DESIGN PLANS, FOR THE INTERIOR DEMOLITION OF
BUILDINGS "A" AND "B" AS PROPOSED IN THE PRESENTED
DESIGN PLANS AND FOR THE EXTERIOR UPFIT OF BUILDINGS "A" AND
"B" AS PROPOSED IN THE PRESENTED DESIGN PLANS. THE COMMITTEE
UNANIMOUSLY APPROVED THE MOTION.
8. Old Business
No motions were presented.
9. New Business
Ms. Autrey told everyone present
that the next meeting of the Design Review Committee will be held October
25, 2000.
