The Charlotte-Mecklenburg
Historic Landmarks Commission uses the "The Secretary Of
The Interior's Standards For Rehabilitation" to judge
the appropriateness of proposed projects. Below
are listed those guiding standards.
1. A property shall be
used for its historic purpose or be placed in a new use
that requires minimal change to the defining
characteristics of the building and its site and
environment.
2. The historic
character of a property shall be retained and preserved.
The removal of historic materials or alteration of
features and spaces that characterize a property shall
be avoided.
3. Each property shall
be recognized as a physical record of its time, place,
and use. Changes that create a false sense of historical
development, such as adding conjectural features or
architectural elements from other buildings, shall not
be undertaken.
4. Most properties
change over time; those changes that have acquired
historic significance in their own right shall be
retained and preserved.
5. Distinctive
features, finishes, and construction techniques or
examples of craftsmanship that characterize a historic
property shall be reserved.
6. Deteriorated
historic features shall be repaired rather than
replaced. Where the severity of deterioration requires
replacement of a distinctive feature, the new feature
shall match the old in design, color, texture, and other
visual qualities and, where possible, materials.
Replacement of missing features shall be substantiated
by documentary, physical, or pictorial evidence.
7. Chemical or
physical treatments, such as sandblasting, that cause
damage to historic materials shall not be used. The
surface cleaning of structures, if appropriate, shall be
undertaken using the gentlest means possible.
8. Significant
archeological resources affected by a project shall be
protected and preserved. If such resources must be
disturbed, mitigation measures shall be undertaken.
9. New additions,
exterior alterations, or related new construction shall
not destroy historic materials that characterize the
property. The new work shall be differentiated from the
old and shall be compatible with the massing, size,
scale, and architectural features to protect the
historic integrity of the property and its environment.
10. New additions and
adjacent or related new construction shall be undertaken
in such a manner that if removed in the future, the
essential form and integrity of the historic property
and its environment would be unimpaired.

James Morrow Coffey House, 3300 Shopton Road, Charlotte,

Applicant is presenting two proposal for conversion of the Coffey House
into office space.
Staff Recommendation: Staff recommends that with modifications either of
the two proposals could meet the Secretary of the Interiors guidelines.
Recommended modifications:
1. That the proposed new
window in the front room on the first floor be either located in the
location of the current door, or an original window opening if one is
uncovered during construction.
2. That the proposal to
shorten the one of the original walls in the second story not be
allowed.
3. That the upstairs
landing be cut-back only enough to allow for adequate headroom above the
stairs.
4. That the original
doorway between the principal section of house and the rear wing be
preserved.
5. That the
proposal to raise the ceiling in the upstairs room, be allowed only if
the basic design, a flat ceiling sheathed with boards and battens, of
the ceiling is maintained.

C. Certificate of
Appropriateness Application for the Highland Park
Manufacturing Company - Plant No. 3, 2901 North Davidson Street,
Charlotte, N.C.
Applicant is
requesting approval of the rehabilitation of Buildings 1& 2 into 78
apartments. The project
is a continuation of the previously approved rehabilitation of buildings
3 & 4. The project involves new windows, and thin-set
interior concrete floors. The tower on the east elevation is being
converted into a stair tower. A block addition on the rear
elevation would be demolished along with a two-story brick building to
the south of the principal buildings. Some apartment units will
feature new lofts, and original posts would be left exposed where code
allows. The proposed project has already been approved by
the State and the National Park Service.

D. Certificate Charlotte Cotton
Mill, Building B, 508 West Fifth Street, Charlotte, N.C.
Applicant is
requesting approval for the conversion of a portion of Building B into
office space. The project would include full and partial height
interior walls, new lights, and HVAC. Effort has been made to
retain original features of the walls and ceiling.
