Certificate of Appropriateness Application 01-30.  The owner of the Parks Cramer Complex has applied for approval to place an elevator inside the northernmost building on the property at the red dot in the site plan depicted below.  The elevator will require the removal of a portion of original flooring on the second floor and the mezzanine (not an original or historic feature of the building).  Amy Gray and Dan Morrill visited the site and discussed alternatives with the architect.  The Secretary of the Interior's Guidelines does not condone removal of original features of the building.  We discussed the possibility of placing the elevator in an exterior tower.  However, even that would require the alteration of exterior windows.  The elevator is required by the American For Disabilities Act.  Staff believes that the proposed placement of the elevator is sensitive to the historic character of the building and will protect the historic character of the exterior of the building.

Staff Recommendation:  Approve the Application as presented.
