Design Review Committee Meeting

AGENDA

1. Chairman’s Report: Ms. Hockett welcomed everyone to the meeting

 

2. Consulting Director’s Report:  Dan Morrill:

     Dr. Morrill presented the history of the Randolph Scott House  He specifically noted that it was the home of noted cinema actor Randolph Scott and was designed by noted Charlotte architect Louis Asbury..

 

3. Application for a Certificate of Appropriateness: Stewart Gray

    Mr. Gray told about the Application for a Certificate of Appropriateness for the Randolph-Scott House, 1301 Dilworth Road, Charlotte, N. C. and distributed the proposed remodeling/addition plans.

     Mr. Gray noted that the only original features lost by the rear addition would be two casement windows.  Mr. Benson expressed concern about the original materials being lost and the level of differentiation of the new addition from the original portion of the house. Ms. Hockett expressed the view that the connecting hyphen is sufficiently differentiated.  The majority of the Committee agreed.  Staff recommended that the proposed exterior changes be approved.

     Mr. Gray next reviewed the proposed changes to the interior.  He stated that staff recommends that the plans be approved as presented with the following exceptions: 1) that the existing flagstone floor on the existing rear vestibule be retained, 2) that original bathroom features, if any, be retained, 3) that an architectural feature be constructed to suggest the separation between the original breakfast nook and the original kitchen, and 4) that the millwork cabinets in the front two bedrooms not be allowed.  .  Mr. Gray stated that he would visit the site to make sure that none of the bathrooms has original features.  If existing features are original, they should be retained.

 

     Mr. Kelly, who lives adjacent to the house, stated concern about the massing of the house in relation to the streetscape.  Dr. Morrill suggested that the issue of streetscape belonged more readily to the purview of the Historic Districts Commission.  The general consensus of the Committee was that the addition does meet the Secretary of the Interiors Guidelines.

 

MR. SHURLEY PRESENTED A MOTION SECONDED BY MR. ALSOP TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT A CERTIFICATE OF APPROPRIATENESS BE ISSUED FOR THE RANDOLPH SCOTT HOUSE, 1317 DILWORTH ROAD, CHARLOTTE, N. C.,  AS SUBMITTED WITH THE FOLLOWING ADDITIONAL STIPULATIONS: 1) THAT THE EXISTING FLAGSTONE FLOOR ON THE EXITING REAR VESTIBLE BE RETAINED, 2) THAT ORIGINAL BATHROOM FEATURES, IF ANY, BE RETAINED, 3) THAT AN ARCHIECTURAL FEATURE BE CONSTRUCTED TO SUGGEST THE SEPARATION BETWEEN THE ORIGINAL BREAKFAST NOOK AND THE ORIGINAL KITCHEN, 4) AND THE CLOSETS BE EXECUTED AS AN INSET RETAINING EXISTING BASEBOARDS AND CROWN MOULDING, AND 5) THAT ALL CHARACTER DEFINING FEATURES BEING REMOVED, IF POSSIBLE, BE RETAINED AND STORED.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION WITH THE EXCEPTION OF MR. NEWMAN WHO ABSTAINED FROM THE VOTE.

 

Ms. Hockett announced that there was no additional business to come before the Committee, and that this morning’s business will be considered at the HLC’s December 12th meeting at 6:00 p.m.  The meeting adjourned at 9:00 a.m.
