Item #1 - Chairman’s Report: Ms. Gray, Committee Vice-Chair

Ms. Gray welcomed everyone to the meeting. She extended a special welcome to Yolanda Johnson-Gess, as a new member of the committee. Ms. Johnson-Gess is a Bank of America assistant vice-president. She deals with historic tax credit investments and is an equity administrator of Community Development Banking.

 

Item #2 - Consulting Director’s Report: Dr. Morrill

Dr. Morrill explained the information distributed at each seat and told about the items to be discussed at the meeting.

 

Item #3 - Application for a Certificate of Appropriateness (02-01) for the Parks Cramer Company Complex.

Dr. Morrill showed slides of the property, located close to the intersection of South Boulevard and Tremont, and explained the Application for a Certificate of Appropriateness for an interior alteration to expand the existing mezzanine by approximately 900 square feet. The construction type and materials are to match the existing. Existing mezzanine handrails and balustrades will be replaced with wood and tempered glass construction. The expanded mezzanine area will be constructed in a way that if it were removed at a later date, it could be done without degrading the structural integrity/appearance of the original mezzanine. Mr. Narmour showed proposed designs plans.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION (02-01) FOR A CERTIFICATE OF APPROPRIATENESS TO EXPAND AN EXISTING MEZZANINE AT THE PARKS CRAMER COMPANY COMPLEX, 2000 SOUTH BOULEVARD, CHARLOTTE, N. C., BE APPROVED AS PRESENTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

 

Item #4 - Application for a Certificate of Appropriateness (02-03) for Rural Hill Plantation.

Dr. Morrill told about the history of Rural Hill Plantation. This designated historic property, owned by Mecklenburg County, has 265 acres and is on Neck Road in the Northwest portion of Mecklenburg County. Dr. Morrill said that the HLC conceptually approved the Master plan at the March 12, 2001 meeting. Mr. and Mrs. Taylor distributed copies of this plan. Ms. Valdez showed a video of the property and explained the Application for a Certificate of Appropriateness. The Application states that the proposed project is to reestablish the old roadbed of Meadow Lane as depicted in the Rural Hill Farm Master Plan. This is on the south side of Neck Road and runs in an east to west direction. The road will be 795 feet in length, 22 feet wide or what the old existing roadbed will permit, and all aggregate material will be laid upon existing grade. ABC crush and run stone will be laid at a depth of 6 to 8 inches, packed and then dressed with pit gravel. No cutting or grading of the existing roadbed is necessary. The only potential disturbance of the existing roadbed will be to lay a pipe as to not impede the existing drainage pattern of the site. The only trees that will be removed are new growth trees that have come up in areas of the roadbed over the last 30 years; all are less than 12 inches in diameter, and the stumps will be removed with a stump grinder. The purpose of the project is to meet both temporary and future needs. Based on the adopted master plan, a cultural center will be built on the south side of Neck Road in the future. Long-term, Meadow Lane will be used to provide access to the site of the cultural center. But more importantly, the short-term purpose of the roadbed is to provide an improved access route and area for the RV/camping portion of the 2002 Highland Games. While the immediate need is temporary for the event, the intent is to minimize future disturbances by utilizing the same access. Ms. Valdez showed samples of the ABC crush and run stone and the pit gravel.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION (02-03) FOR A CERTIFICATE OF APPROPRIATNESS TO REESTABLISH THE OLD ROADBED OF MEADOW LANE AT RURAL HILL, 4598 NECK ROAD, HUNTERSVILLE, N. C., BE APPROVED AS PRESENTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
