AGENDA
1. Committee Chairman: Mr. Hirsch
Mr. Hirsch welcomed everyone to the meeting. He
extended a special welcome to Mr. Shurley as a new member of the Committee.
2. Consulting Director: Dr. Morrill
Dr. Morrill told about the materials distributed at
each seat for consideration at tonight’s meeting.
3. Application for a Certificate of
Appropriateness:
CHAIRMAN BLAKE HOUSE, Chairman Blake Lane (off Main
St.), Davidson, N. C.
Ms. Daniel was present in support of the
Application for a Certificate of Appropriateness. Copies of proposed plans
were distributed to each Committee member. Dr. Morrill and Mr. Gray gave a
power point presentation of the property. Photographs and a report of the
property can be found on the HLC’s website - www.cmhpf.org.
Proposed Changes include the following:
First Floor - Interiors
1) Remove wall between new kitchen and bath, retain
header depth to indicate old wall line. There is no breakfast room in the
house and therefore must be included in the new kitchen. The only way to get
adequate counter and cabinet space is to go over the windows. Combining
these two room better utilizes the space and saves the beautiful paneling
(below all windows) from being covered up.
2) Remove the wall and door dividing these two
hallways - at present there are six doors to this small hallway creating a
cumbersome situation. There is evidence that these four rooms were one large
room originally with its own fireplace.
3) Sheetrock covering what appears to be an old
fireplace will be removed in order that floor area can be reclaimed.
4) The den closet will be utilized for a powder
room and the doorway will be flipped to the stair hallway.
Second Floor - Interiors
5) Upstairs - remove and rebuild the 1980s closets
for access to attic storage
6) Lift skylight ceiling, open a doorway in the
rear wall for entry into a new master suite in the existing attic (over the
"L" portion of the house plan.) The old access to the attic is through the
bathroom. Add a shed dormer to create the new entry area space at rear of
the hallway. Add a door/window with sidelights to match the one on the rear
screened porch directly below. The design is modeled after historic
precedents of central hallways leading to the second floor porches. This
also creates more natural light into the upstairs hallway and views to the
new gardens. Balcony area beyond this door/window - On the roof subtract
from the roof mass rather than add to maintain the hierarchical scale of the
"I" floor plan. Additions will be minimal and discreet. Cutting out this
area of the roof achieves this goal. This modification can not be seen from
any street.
7) upfit attic area for new master suite. Add shed
roof over west side of roof (balcony area) to open up head room for the
bedroom, natural light, cross ventilation and access to the balcony. Add a
small shed roof on the east side (over the bed) for same purposes.
First Floor - Exterior
1)Replace porch/storage area that was removed.
Evidence of the roof line shows on the rear of the house.
2) Steps to rear screened porch - (removed). Will
replace with new brick steps in the first bay directly across from kitchen
door.
3) Steps to front entry (removed.) Replace with
brick steps to match foundation. Iron railing to be used.
Second Floor - Exterior
4) East roof shed dormer - materials and detailing
to match the quality of that on the existing house. This shaped roof is for
keeping the roof projection discreet and also allows for natural light,
better head room over the bed, and cross ventilation in the new master
suite.
5) Changes of shed dormer over balcony area as
presented.
MS. BOS PRESENTED A MOTION SECONDED BY MR.
MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE
APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE CHAIRMAN BLAKE
HOUSE, CHAIRMAN BLAKE LANE, DAVIDSON, N.C., BE APPROVED AS PRESENTED WITH
THE REQUIREMENTS THAT THE PLANS FOR THE KITCHEN SHALL INCLUDE THE RETENTION
OF THE ORIGINAL DOORWAY SURROUND LEADING FROM THE KITCHEN TO THE HALLWAY,
THE SAVING OF THE DOOR AND STORING IT ON PREMISES IN A SECURE, DRY LOCATION,
AND THE ALTERATION OF THE LANDSCAPE PLAN SO THAT THE FENCE IN THE IMMEDIATE
FRONT OF THE HOUSE IS REMOVED. THE COMMITTEE UNANIMOUSLY APPROVED THE
MOTION.
4. Application for a Certificate of
Appropriateness:
EDWARD ROZZELL HOUSE, 11647 Rozzelles Ferry Road,
Charlotte, N. C.
Copies of proposed plans were distributed to each
Committee member. Dr. Morrill and Mr. Gray presented a power point
presentation of the property. Information about this can be found on the
HLC’s website - www.cmhpf.org. Mr. Luke and Mr. Turner were present in
support of the Application for a Certificate of Appropriateness.
Proposed Plans are as follow:
" The scope of work includes but is not limited to
restoration and stabilization of the exterior of the main farmhouse, shell
construction of a new master bedroom addition on the main level, addition of
new bathroom on the upper level, and stabilization and restoration of the
outbuildings, corn crib, barn, and well house.
The Main Building farm house exterior restoration
includes replacement of the existing shingle roof with new galvanized metal
roof, restoration of front porch including new chamfered columns to match
original, new treated tongue and groove porch decking, reconstructed porch
railings, replacement of existing brick steps with new treated wood steps
with new railing, replacement of existing damaged or non-original wood
siding with new 1 X 6 wood siding to match original, regaling and
reconstruction of existing single hung windows, repairing stucco on existing
brick chimneys, repairing eaves and fascia boards, installation of new
aluminum guttering and downspout.
The building addition includes a new 24’ X 22"
master bedroom addition on the west side of the main house separated from
the main house by an approximate 9’ X 6" -9" connector. The connector is
designed to clearly distinguish the new addition from the original structure
by its modern simple mostly glass design. The addition also has a large open
deck area between it and the main house for exterior activities with doors
opening on to it from the connector and existing kitchen.
A new family side entry porch addition for the
residents has been added to provide a convenient entry to the kitchen and
living portions of the house. The new deck opens to a new entry gallery
which is a reconstructed enclosed porch between the main house and once
detached kitchen. This originally was an open "breezeway" but since
enclosed.
A new upper level bathroom addition was added to
provide these facilities for the upper level bedrooms. This addition matches
the existing kitchen in width, scale and construction.
Stabilization and restoration of the outbuildings
includes the addition of new roof "porch" surrounding the original log
structure to protect it and replacement of the existing barn tin roofing
with new galvanized tin to match the new roof on the house and other
buildings. The corn crib reconstruction includes a new tin roof and
replacement of existing slat siding with new 1 X 3 treated slats to match
original. The well house reconstruction includes straightening and plumbing
the existing building and replacement of existing siding and roofing with
new material to match existing. The anticipated bid date is April 1, 2003,
The expected construction date is April 21, 2003. The construction is
expected to be completed by October 3, 2003."

TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS FOR THE ROZZELL HOUSE, 11747 ROZZELLES FERRY
ROAD, CHARLOTTE, NC., BE APPROVED AS PRESENTED. THE COMMITTEE UNANIMOUSLY
APPROVED THE MOTION.
