DESIGN REVIEW COMMITTEE MEETING MINUTES

May 30, 2001

3. Consideration of Conceptual Approval for the Parks-Cramer Co.

Complex, 2000 South Boulevard

Dr. Morrill asked the Committee members to look at the information about the property distributed at each seat. He said that representatives of the owners are present to show conceptual plans to the group for consideration. The owners have asked for committee dialogue and have asked each committee member to express his or her reaction to the plans as presented. Dr. Morrill reported that Ms. Amy Gray, a member of the HLC and an architect, visited the property and that her written comments have been distributed and are on file.

Mr. Pressley, representative owner of the Parks-Cramer Co. Complex, introduced Mr. Narmour, Ms. Ramirez, Mr. Reiner, Ms. Alexander and Dr. Mattson, all representing the owners of the property. Mr. Pressley said that he is asking for a counseling session this evening, not a Certificate of Appropriateness for this designated historic landmark. Mr. Pressley showed a "slide" program entitled Atherton Mill, People Getting Ready, There’s a Train a Coming.

Committee members expressed concerns about three areas of the proposed design plans: 1) the elevator tower 2) parking spaces and 3) openings which would be cut into the northern wall of the former pipe shed. Mr. Pressley indicated that the owner has depleted the Federal tax credits and that for this reason he is only interested in the HLC’s recommendations. Mr. Pressley was reminded that this committee can have suggestions and make recommendations, but that final approval for a Certificate of Appropriateness must come from the Historic Landmarks Commission. Dr. Morrill said that the HLC adheres to the Secretary of the Interiors Guidelines when issuing Certificates of Appropriateness. Mr. Pressley took all committee members’ suggestions into consideration for the design plan and said that he would return with revised drawings for consideration at the June 27, 2001 Design Review Committee meeting. Dr. Morrill reminded everyone that the HLC will not hold meetings in July.

4. Consideration of the Charlotte Cotton Mills, 508 W. 5th Street

Dr. Morrill asked the Committee members to review the distributed copies of the Application for a Certificate of Appropriateness for the Charlotte Cotton Mills, 508 W. 5th Street, Charlotte, N. C. The HLC owns Building "B" which needs roof repair and refurbishment of skylights. The application reads as follows:

" Phase II of the restoration of Building "B" of the Charlotte Cotton Mills will include repairs to the built up roof system and refurbishing of the six clear story skylights. The existing built-up and tar roof will be removed to the existing mill decking. Damaged areas of the mill decking will be replaced and reinforced. A vapor barrier will be applied to the mill deck. Next a minimum of three inch tapered rigid insulation over the vapor barrier will be installed. By placing the insulation on the exterior, the post and beam structure can remain open and visible from the interior and provide energy efficiency. The final layer will be a modified mineral roofing system installed on the insulation. The modified mineral roofing material will be light in color similar to the existing color, and also to assist with energy efficiency. The saw-tooth clear story skylights will be refurbished on three sides with a standing seam metal system to restore the skylights to as close to their original integrity as possible. The existing glazing will be replaced with insulated fixed glass to help prevent heat loss. The standing seam metal system will be of a color to compliment the modified mineral roof system color."

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT BUILDING "B" OF THE CHARLOTTE COTTON MILLS, 508 WEST FIFTH STREET, CHARLOTTE, N. C., APPROVED FOR A CERTIFICATE OF APPROPRIATENESS FOR ROOF REPAIR AND REFURBISHMENT OF SKYLIGHTS AS APPLIED FOR. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
