DESIGN REVIEW COMMITTEE MEETING

AGENDA

 

1. Chairman’s Report: Ms. Hockett

 Ms. Hockett welcomed everyone to the meeting.  She asked the Committee members to let her know as soon as possible their preference for a meeting time for the next fiscal year.  She reminded everyone that no meetings are held in July at the HLC office.

 2. Director’s Report:  Dr. Morrill

 Dr. Morrill reported that he and Mr. Gray have been working with the new owners of the Lucas House and that Committee members are to look at the proposed design plans this evening and to make a recommendation for consideration by the HLC.  He said that the house currently serves as a restaurant and that the owners are seeking to make changes  that preserve the historic integrity of the house but that also make it possible to continue to use the property as a restaurant which follows the government rules and regulations for safety, sanitation, parking and the handicapped, and accommodates the neighbors and customers in a satisfactory manner.

 3. Application for a Certificate of Appropriateness for the Lucas House, 1601 E. 7th Street, Charlotte, N. C.

 Mr. and Mrs. Zanitsch, the owners, and Mr. Suchoza, the architect for the proposed changes, were present in support of the Application for a Certificate of Appropriateness.

Proposed design plans and elevations were presented.  Secretary of the Interior’s Guidelines were distributed.  Mr. Dorsey, a neighbor, expressed concerns on behalf of the neighborhood in regards to use of the common alley, garbage collection, etc.  Committee members asked questions and gave opinions about the plans.

MR. BENSON PRESENTED A MOTION SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE JOHN PAUL & ALICE CRAFT LUCAS HOUSE, 1601 EAST SEVENTH STREET, CHARLOTTE, N. C., BE APPROVED WITH THE FOLLOWING STIPULATIONS: 1) THE ENTRY CANOPY ON THE SOUTH ELEVATION OF THE HOUSE WHERE THE MAIN ENTRANCE TO THE RESTAURANT WILL BE LOCATED SHALL BE REMOVABLE  2) A SUGGESTION OF THE ORIGINAL FRONT ENTRANCE SHALL BE MADE, PERHAPS BY INDENTING THE PORCH BALUSTRADE AND HAVING A GATE,  3) THE THREE NEW INTERIOR WINDOWS ON THE SECOND FLOOR MUST BE MINIMILISTIC IN APPEARANCE, HAVING NO MOLDINGS OR SURROUNDS,  4) ANY ORIGINAL FABRIC WHICH IS REMOVED AND NOT REUSED SHALL BE IDENTIFIED AND PHOTOGRAPHED AND STORED IN A SAFE, DRY PLACE ON THE PREMISES, AND 5) THE ROOFS OF THE NEW REAR ADDITIONS SHALL BE STANDING METAL SEAM, AND THE EXTERIOR SHEATHING MATERIAL OF THE NEW ADDITIONS SHALL BE STUCCO IN APPEARANCE. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

 The meeting adjourned at 7:50 p.m.
