DESIGN REVIEW COMMITTEE MEETING MINUTES

January 24, 2001

1. Welcome: Ava Autrey, Chairman

Ms. Autrey welcomed everyone to the meeting.

2. Director’s Report: Dan Morrill

See attached distributions by Dr. Morrill.

3. Application 00-01: McElroy House

Dr. Morrill showed slides of the property. Mr. Brooks showed the proposed plans (Attachment #1) included with the Application to the Committee members. Mr. and Mrs. Snyder, the owners, were present in support of the Application for a Certificate of Appropriateness. Mr. Yelverton said that it is his opinion that the Application is acceptable as presented.

MR. BOOKOUT PRESENTED A MOTION SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE MCELROY HOUSE, 10915 BEATTIES FORD ROAD, HUNTERSVILLE, N. C., BE APPROVED AS PRESENTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

4. Application 01-02: Rural Hill Plantation

Dr. Morrill showed slides of the property and gave a brief summary of the history. He explained that the Catawba Valley Scottish Society wishes to build a barn by December of 2001 for storage purposes which would be constructed on the site of an earlier barn built around 1930 which burned. The organization is seeking a Certificate of Appropriateness for archaeological work at the site where the new barn will be built. Mr. and Mrs. Taylor and Mr. and Mrs. Hilton were present in support of the Application. (See Attachment #3 distributed by the Taylors.) Mrs. Taylor reported that thermal imaging will be performed to provide more knowledge about the locations of earlier buildings on the property such as an older barn that was on the property before the 1930 barn. Mr. Yelverton explained his position regarding the proposed Application. (See Attachment #2 - Mr. Yelverton’s letter.) Dr. Morrill said that the request tonight is for approval for the archaeological dig and that the proposal for the new barn will be presented, probably next month. The Committee discussed the situation and asked questions.

MR. SULLIVAN PRESENTED A MOTION SECONDED BY MS. COX TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE CATAWBA VALLEY SCOTTISH ASSOCIATION INVESTIGATE ALTERNATIVE LOCATIONS FOR THE REPLACEMENT BARN AT RURAL HILL ON NECK ROAD IN MECKLENBURG COUNTY AND RETURN TO THE HLC WITH AN APPLICATION FOR A SPECIFIC SITE.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO SUBSTITUTE FOR THE ORIGINAL MOTION A MOTION TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION TO APPROVE THE APPLICATION AS PRESENTED, INCLUDING THE PROPOSED SITE AND THE PERFORMANCE OF AN ARCHAEOLOGICAL DIG AT RURAL HILL ON NECK ROAD IN MECKLENBURG COUNTY. THE COMMITTEE DISAPPROVED THE MOTION WITH THE FOLLOWING VOTE: FAVOR: BRADSHER, MISENHEIMER, AUTREY, BOOKOUT OPPOSE: BOS, COX, LAWRENCE, SULLIVAN, WALDEN ABSTAIN: NONE.

It was explained that approval of the site and the archeological dig would not endorse a specific design for the replacement barn and that the applicant would have to submit plans for the replacement barn at some future date.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION TO APPROVE THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR RURAL HILL ON NECK ROAD IN MECKLENBURG COUNTY AS PRESENTED IN REGARD TO THE PROPOSED SITE AND THE PERFORMANCE OF AN ARCHAEOLOGICAL DIG. THE COMMITTEE APPROVED THE MOTION WITH THE FOLLOWING VOTE: FAVOR: BRADSHER, MISENHEIMER, AUTREY, BOOKOUT LAWRENCE. OPPOSE: WALDEN, SULLIVAN, COX, BOS ABSTAIN: NONE.

5. Application 01-04: Morrocroft

Dr. Morrill showed slides of the property. Ms. Daniel explained the proposed design plans.

MS. COX PRESENTED A MOTION SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR MORROCROFT, 2525 RICHARDSON DRIVE, CHARLOTTE, N. C., BE APPROVED AS SUBMITTED EXCEPT FOR THE GARAGE ADDITION IN ORDER THAT DON YELVERTON AND LINDSAY DANIEL CAN DISCUSS HOW BEST TO PRESERVE THE HISTORIC FEEL OF THE GARDEN WALL NEXT TO THE PROPOSED GARAGE ADDITION. OPPOSE: BOOKOUT FAVOR: AUTREY, BOS, COX, LAWRENCE, MISENHEIMER, SULLIVAN, WALDEN ABSTAIN: NONE.

6. Application 01-05: Highland Park Manufacturing Co. Plant #3

Mr. deNeve explained that problems have arisen getting a local building permit even though an extensive motion was approved for the requested Certificate of Appropriateness by the HLC at the December meeting The Division of Archives and Historic requires design changes which differ from the plans approved by the HLC. Mr. deNeve showed the changes that Archives and Historic will require in order to receive tax credits for this National Register Property.

MS. COX PRESENTED A MOTION SECONDED BY MS. LAWRENCE TO APPROVE THE ISSUANCE OF A MINOR WORKS CERTIFICATE OF APPROPRIATENESS FOR THE FOLLOWING CHANGES TO PHASE ONE PLANS FOR THE RENOVATION OF THE HIGHLAND PARK MANUFACTURING COMPANY PLANT NO. 3, 2901 NORTH DAVIDSON STREET, CHARLOTTE, N. C.: 1) ALLOW DEVELOPMENT OF THE PROJECT OVER MULTIPLE PHASES WITH PHASE ONE REQUIRING TEMPORARY (NO MORE THAN NINE MONTHS) PAVING AND LANDSCAPE AS SHOWN ON THE FOLLOWING REVISED HIGHLAND PARK MILL NO. 3 CONSTRUCTION DOCUMENT DATE JANUARY 05, 2001, CV1.0, CV3.0, CV3.1, CV4.0, CV5.0. CV6.0, CV7.0, CV8.0.

2) APPROVE MODIFICATIONS REQUIRED (REGARDING WINDOWS AND ENTRANCE) BY PAUL E. FOMBERG, STATE HISTORIC PRESERVATION OFFICE, TO THE PHASE ONE (BUILDING #6) BUILDING SHELL AS SHOWN ON THE FOLLOWING REVISED HIGHLAND PARK MILL NO. 3 CONSTRUCTION DOCUMENTS DATED JANUARY 19, 2001, A.102, A.153, 1.251, A.102, A.301, A.3021, A.303, 1.400, A.500A, A.504, 6P.1, 6S.1, 6S.2, 6S.3, 6P.100, 6P.101.1, (SHEET DATED 01/16/01) 6P.101.2 AND 6P.101.3 WITH THE NOTATION THAT THE PHASE ONE BUILDING SHELL PACKAGE HAS FIVE (5) ADDITIONAL DRAWINGS THAT ARE ONLY FOR REFERENCE PURPOSE.
