1.  Certificate of Appropriateness Application For The Palmer Fire School

Barwick Associates is seeking approval for a two-phased development of the property.

 

Phase One involves the restoration of the Assembly Building as an adaptive reuse and the stabilization of the drill tower, pointing up of brick, and replacement of roof.  Staff supports the issuance of the Certificate of Appropriateness, because the plan satisfies the Secretary of the Interior's Standards.

Barwick Associates is seeking conceptual approval for Phase Two, which involves the construction of two new office buildings and landscaping changes.  Staff's opinion was that the Original Versions submitted by the applicant did not satisfy the Secretary of the Interior's Standards No. 9.

9. New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment.

Staff, therefore, suggested that Barwick Associates submit a revised plan.

Barwick Associates submitted a revised version of the site plan and an in-fill plan because of Staff comments.   Subsequently, Barwick Associates notified the Commission office that he was withdrawing the revised plan because he did not believe the resulting construction would be economically viable.  A third and final version of the plan has been submitted.  Barwick Associates would like to reserve the right to make additional changes to the plan after further review but believes that there is a strong likelihood that the final plan will be acceptable to Barwick Associates. The issue will be discussed at the December 19th meeting.    Staff Recommendation:  that the Historic Landmarks Commission conceptually approve Phase II of the development of the Palmer Fire School subject to the the language of the contract and subject to the final versions of the site plan and the In-fill plan depicted below, because the aforesaid final versions do meet the Secretary of the Interior's Standards.
