DESIGN REVIEW COMMITTEE MEETING

MINUTES

March 23, 2004

AGENDA

1. Chairman’s Report: Ms. Hockett

Ms. Hockett welcomed everyone to the meeting.

2. Director’s Report: Dr. Morrill

Dr. Morrill reviewed the business to be discussed at the meeting.

3. Application for a Certificate of Appropriateness for the Charlotte Cotton Mills, 508 W. 5th Street, Charlotte, N. C. Building "B"

Mr. Turner presented proposed plans for a light well for Building "B," which can be reversed if desired. It will not be necessary to remove a beam. The light well, which will cost about $2700, should make the property more marketable.

MS. BOS PRESENTED A MOTION SECONDED BY MR. SHURLEY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR A LIGHT WELL FOR BUILDING "B" AT THE CHARLOTTE COTTON MILLS, 508 WEST 5TH STREET, CHARLOTTE, N. C., BE ISSUED AS APPLIED FOR. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

 

4. Consideration of the Proposed Plans for the Grier-Rea House, 7601 Providence Road

Mr. Turner told about the work that is being done at the property. Dr. Morrill said that the job of the Design Review Committee is to determine whether or not rehabilitation design plans meet the Secretary of the Interior’s Guidelines and that the HLC’s Projects Committee will need to make final recommendations to the HLC about a proposed design scheme. Mr. Yelverton presented two interior design schemes, both of which have been approved by the N. C. Dept. of Archives and History.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BENSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT EITHER OF THE PROPOSED TWO DESIGN PLANS FOR THE GRIER-REA HOUSE, 7601 PROVIDENCE ROAD, CHARLOTTE, N. C., BE APPROVED FOR A CERTIFICATE OF APPROPRIATENESS, AS BOTH DESIGN SCHEMES MEET THE SECRETARY OF THE INTERIOR’S GUIDELINES; AND THAT THE HLC’S PROJECTS COMMITTEE BE AUTHORIZED TO SELECT EITHER OF THE TWO APPROVED SCHEMES. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

 

5. Old Business

Mr. Bookout said that he visited the recently restored Palmer Fire School Building, 2601 E. 7th Street, and that the building looks beautiful - just like it did fifty years ago when he participated in events there. He also said that he may have found the first Charlotte Airport Building which was moved from its original site. He said that he will let Dr. Morrill know more details.

The Federal Courthouse (the Jonas Federal Building) on West Trade St. was discussed. Dr. Morrill stated that the building has been listed in the National Register of Historic Places. Consequently, every reasonable effort must be made by the Federal government to assure that the building is preserved.

The former City Bus Terminal was also discussed. Mr. Gray reported that Spectrum Properties and Johnson and Wales are working on plans for the structure and that there are several possibilities.

 

6. New Business

Dr. Morrill encouraged everyone to go look at the old streetcar barn at the corner of Bland St. and South Boulevard. The building is in the process of being restored, and the facade will look like it did when the building was first constructed to house the old city streetcars.

The meeting adjourned at 6:35 p.m. as there was no further business. The Committee is scheduled to meet again April 27, 2004.
