DESIGN REVIEW COMMITTEE MEETING

AGENDA

 1. Chairman’s Report: Ms. Hockett

 Ms. Hockett welcomed everyone to the meeting.  She thanked the committee members for agreeing to attend Design Review meetings at 8:00 a.m.

 

2. Director’s Report: Dr. Morrill

 Dr. Morrill reviewed the Design Review section of the HLC’s website and underscored the fact that the HLC uses the Secretary of the Interior’s Standards for Rehabilitation which are posted on the website as a design review guideline.  Dr. Morrill also explained that Kam Merrell of the Building Standards Department will be scheduling a meeting to discuss how owners can be more adequately informed of their responsibilities for securing Certificates of Appropriateness.

 

3. Application for a Certificate of Appropriateness for the Charlotte Cotton Mill, Building A.

 Dr. Morrill reviewed the building’s history.  Mr. Gray told about the proposed project which involves the conversion of part of the building’s interior into offices.  The up-fit would include new interior walls on the first and second floors in the north half of the building.  Also proposed is a new stairway in the northwest corner of the building.  Currently there is a temporary stairway to that location.  Committee members looked at the proposed plans and discussed the situation regarding this adaptive reuse project.  The Committee looked at the proposed plans and discussed the situation.

 MR. BENSON PRESENTED A MOTION SECONDED BY MR. JONES TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR BUILDING “A” OF THE CHARLOTTE COTTON MILLS, 506 W. 5TH STREET, CHARLOTTE, N. C., BE ACCEPTED AS PRESENTED.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

 

4. Application for a Certificate of Appropriateness for the Moore-Golden House, 1701 E. 8th Street, Charlotte, N. C.

 Dr. Morrill reviewed the history of the house, built in 1910, which Ms. Anita Brown donated to UNCC in honor of writer Harry Golden who lived there in his later years.  UNCC sold the house to the current owners.  Mr. Gray showed recent photographs and proposed design changes.  The proposed project includes the removal of windows and doors that have been installed in the original front porch, the addition of a bathroom on the second story, the addition of a shower stall in an existing bathroom, and moving some sections of the second-story interior walls to accommodate the bathroom expansions.  The rehabilitation of the house largely involves structural repairs, asbestos abatement, rewiring, and replacement of the plumbing.  These repairs have already begun and were authorized under a Minor Works COA.

 MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BENSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE MOORE-GOLDEN HOUSE, 1701 E. 8TH STREET, CHARLOTTE, N. C., BE APPROVED AS PRESENTED, WITH THE EXCEPTION THAT NO APPROVAL IS INCLUDED FOR THE ADDITION OF A MASTER BATHROOM OR CHANGES TO BEDROOM NO. 1 AS DEPICTED IN THE PLANS ACCOMPANYING THE APPLICATION.   THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
