Director's Report

October 9, 2006

Action Items.

1.  Attendees to the annual meeting of Preservation North Carolina in Wilmington contributed to the Commission's Certified Local Government education requirements.  I hereby request a motion that the Commission reimburse the attendees up to $250 each for documented expenses resulting from their attendance.

2.  The ad hoc White Oak Committee has identified prospective tenants for White Oak Plantation.  They have agreed to a rental amount.  The tenants are employees of the Charlotte Country Club and have agreed to maintain the grounds.  The Commission will be paying utilities.  I hereby request that the Commission approve this rental arrangement and authorize the White Oak Plantation ad hoc Committee to finalize the lease.

3.  Staff wishes to have a tenant in the rental house at the Rozzel property because of on-going vandalism.  Consequently, Staff has entered into a contract with Gothaniel Hill whereby Mr. Hill will occupy and make repairs to the tenant house and maintain the property in exchange for living there rent free for six months beginning September 20th.  Staff requests a motion approving this arrangement that has been made with Mr. Hill.

Information Items.

1.  The Matthews Town Board did designate the Massey Clark House as a historic landmark on September 25th.  The comment letter from the Division of Archives and History was not received within the time limit allowed by State statute, so staff proceeded with the joint public hearing.  The letter, when received, questioned the physical historical integrity of the house.  Staff will make the Town of Matthews aware of this comment and will urge the Town to take the comments into account when moving ahead with the preservation of the house.

2.  A public hearing with the Charlotte City Council is scheduled for 6:00 p.m., October 18th, to consider the prospective designation of the portions of White Oak Plantation and the City House as historic landmarks.

3.  A public hearing with the Davidson Town Board is scheduled for 7:00 p.m., November 14th, to consider the prospective designation of four properties for designation as historic landmarks.

4.  The Commission has received its first monthly rent check for parking spaces at Grace A.M.E. Zion Church.  The money is being deposited in the revolving fund.

5.  Vandalism is occurring at the Rozzel House, which has been listed with Linda Kidd, a realtor familiar with the area.  Staff will be installing alarm systems on both houses on the property once it is determined how quickly the electric power can be turned on for the two houses.

6.  Staff has spent considerable time during the past few weeks assisting with the upcoming purchase of White Oak Plantation.  The furniture the Commission will be purchasing has also been photographed.

7.  Staff continues to work with the prospective purchaser of the Oehler House and the prospective buyer of space in the Charlotte Cotton Mills.

8.  Staff anticipates the receipt of an Application for a Certificate of Appropriateness from the owners of the Home Federal Savings and Loan Building.  Consequently, the Design Review Committee will be meeting.

9.  Staff is also working with the owner of the W. T. Alexander Plantation regarding changes he wishes to make to the property.

10.  Staff met with Len Norman, Matthew Benson, and the owners of the Coffee Cup Soda Grill to discuss possible preservation solutions for the building.

Respectfully submitted
