Director's Report

Action Item.

1.  Lexie Longstreet, realtor for White Oak Plantation, has developed a proposal for staging the plantation house.  She believes this will greatly increase the chances for selling the property.  The cost, including furniture rental, will be $2900 for the first 60 days and $350 for each month thereafter.  The contract can be canceled at any time.  Staff recommends approval.

Information Items.

1.  Staff is still working with the Lincolnton Historic Preservation Commission to schedule a workshop to meet the continuing education requirements of the Certified Local Government program.

2.  Thrift P& N Depot.  While CSX continues to investigate the site for use as an ethanol depot, it is aware of HLC's interest and will consider a contract if the ethanol site does not became a reality.  Bryan Turner will be investigating the feasibility of moving the building off the railroad right-of-way.

3. Pineville.   Lexie Longstreet continues to work to attempt to identify a property owner in Pineville who would be willing to sell a historic commercial building.

4.  Richard Wearn House.  Under the terms of the contract with HLC, the parties had to agree upon survey and other matters.  As the costs of subdivision almost equaled the purchase price, Bank of America exercised its rights to terminate the agreement.  Although the director of Park and Rec expressed an interest in purchasing the entire tract, it was unable to obtain verification of funding prior to the expiration of the contract, after repeated efforts from Bryan Turner.  Bank of America plans to auction the property and has agreed to provide notice to HLC and is aware of HLC’s continued interest in purchasing the same portion of the property at the same price. 

 

5.  Staff is moving ahead with processing Fire Station No. 4 and Wing Haven for prospective historic landmark designation.  The HLC will hold its public hearings on April 14th, and the hearings before City Council will happen on April 21st.

6.  The following additional properties are being processed for historic landmark designation. They are:   Solomon Levine House, S. B. Alexander House, the Lingle Hut, and the McCausland Building.  The letter from the Division of Archives and History regarding the McCausland Building raised questions which staff will take to the Survey Committee for consideration.

7. Staff has not received a report from the City Attorney's Office with respect to how other communities are handling the issue of demolition by neglect.  Staff will continue to maintain contact with appropriate officials.

8.   The final report on the Hyde Park houses and other modernist structures should be finished in the near future.

9.  The annual budget process for the Commission has begun, and staff is involved in negotiations with appropriate officials concerning the HLC's operations budget.  Staff will keep the Commission informed as this process moves forward.

10.  There is an excellent chance that the Commission will be receiving an offer from a prospective buyer of the Richard Rozzel property.

11.  There is a party potentially interested in the purchase of the Sidney & Ethel Grier House.

12.  Staff continues to investigate the possibility of making offers to purchase two structures in Dilworth.  Negotiations continue.

13.  The restoration of the N.S. Alexander House at Shamrock Dr. and Sharon Amity is making impressive headway.  Staff thought the Commission would be interested in seeing a photograph.
