Director's Report

November 12, 2001

A.  Action Items.

     1.  The Commission has received a generous donation of $200 of private money.  It would be most helpful to have an inkjet printer.  The Commission's laser printer does not print in color and does not print some of the pages on the website.  I hereby request permission to spend up to $200 to purchase an inkjet printer for the Commission.

B.  Information Items.

     1.  The County Park and Recreation Department is about to determine the amount of land at the Palmer Fire School that will be conveyed to the Historic Landmarks Commission.  Historic Landmarks Commission staff will be asked to make presentations to members of the Park and Recreation Commission and to the Elizabeth Neighborhood Association.  The purpose of these presentations will be to explain how the Historic Landmarks Commission will proceed in preserving the property.  Thereafter, the HLC will ask the Board of County Commissioners to convey the property at no cost.  F.W.A. Group is most interested in acquiring the property for its offices, but it is not certain that F.W.A. will move ahead with the project.  Staff wants to alert the HLC to this situation and to make sure that you are ready to move ahead with this project even if the purchase of the property by F.W.A. might not occur.

     2.  The Charlotte City Council has designated the Electric Supply and Equipment Company and additional land at the W. T. Alexander Plantation as historic landmarks.

      3.  The death of Dave Ritch was a loss to the local historic preservation community.  I am sure that the entire Commission joins with me in expressing our deep appreciation for the many years of service he gave to this community and to the Historic Landmarks Commission.

      4.  Paula Stathakis and Stewart Gray have begun their planning phase for the survey of African American Historic Sites in Mecklenburg County.

    5.  David E. Gall, Architects, continues to complete the final stages of the Industrial/Institutional Survey of Mecklenburg County.

      6.  Mallard Creek Presbyterian Church has still not completed arrangements for my coming to its Session to discuss the possibility of Historic Landmark designation for the Mallard Creek Schoolhouse.

       7.  Several meetings have occurred during the past month to discuss the future of the Southern Public Utilities Streetcar Barn.  The owner has yet responded in writing to the Commission's proposal for seeking public funds to acquire and restore the building as a trolley barn.

       8.  The Joint Public Hearing with the Charlotte City Council to consider the designation of the Mecklenburg County Courthouse (Former) shall be occurring in the near future.   Staff will provide the time and date when they become available.

        9.  On November 2nd, I met with City officials about the prospective designation of Elmwood/Pinewood Cemetery as a historic landmark.  They informed me that they generally support the issue but believe that the City's position cannot be finalized until after the State has determined what action it will need to take to complete infrastructure for the new railroad station on West Trade St.  I anticipate that the Commission will be receiving a letter in the near future asking that the Commission postpone action until mid-summer 2002.

       10.  The County Park and Recreation Department is asking for a postponement of the discussion of the prospective designation of Bryant Park as a historic landmark.

Respectfully submitted,

Dan L. Morrill
