Dr. Morrill reported that he
and Mr. Stewart Gray currently manage the HLC’s website - www.cmhpf.org
or landmarkscommissio.org. The Commission currently pays $79.95 monthly
to CT Communications to host the site. Mecklenburg County is willing to
serve as host for the site with certain stipulations. Mr. Kortekass
distributed a draft of information showing how the County can support
the HLC’s website. He explained what would be expected from the HLC.
Transfer of information must be done page by page which could be a
rather large undertaking as the HLC’s current website features a
substantial number of pages of information and receives approximately
10,000 hits monthly. The Committee discussed all the ramifications that
would be involved.
MR. MISENHEIMER PRESENTED A
MOTION SECONDED BY MS. SMITH TO RECOMMEND TO THE HISTORIC LANDMARKS
COMMISSION THAT THE MECKLENBURG COUNTY WEBSITE FEATURE A SECTION ON THE
HISTORIC LANDMARKS COMMISSION AND LINK TO THE HLC’S CURRENT WEBSITE. THE
COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
Mr. Kortekaas said that he
would begin creating a homepage for the HLC and discuss the web
technicians the amount of time and labor that would be involved in
transferring the entire site to the County server.
Dr. Morrill distributed the
following information for consideration:
DRAFT OF LOBBYING STRATEGY FOR
HISTORIC PRESERVATION BONDS
The Education Committee of the
Historic Landmarks Commission will oversee the HLC’s efforts to secure
the inclusion of $10 million of Historic Preservation Bonds on the
November 2004 Bond Issue.
Toward this end, the Education
Committee would undertake the following actions.
1. Presentation to the County
Commission of the accomplishments of the HLC’s Revolving Fund to date.
(January 2004)
2. Development of a
presentation to be made to the Capital Budget Advisory Committee
explaining the potential impact of additional monies in the HLC’s
Revolving Fund (February-March 2004).
3. Coordination of individual
contacts with members of the Board of County Commissioners and other
appropriate bodies, explaining the need for the placement of the Bonds
on the November 2004 Referendum. (March-May 2004).
4. Development of an on-going
publicity campaign on the impact of the HLC’s Revolving Fund
(January-November 2004). This will have to be coordinated with the
overall bond campaign if the Commission is successful in winning
approval for placement of the preservation bonds on the ballot.
Dr. Morrill said that the HLC
needs to have a good plan in soliciting bond funds. He said that the
Projects Committee will brainstorm at its November 4th meeting about
projects that need bond fund help. Dr. Morrill showed photographs of
some of the historic properties in need of financial assistance to
insure continued existence. Ms. Smith said that lobbying and education
are synonymous.
Dr. Morrill reported that Ms.
Valerie Lewis, Ms. Yolanda Johnson-Gess and Mr. Stewart Gray attended a
tax workshop recently which fulfills the HLC’s CLG requirements for this
year. He said that the HLC will not need to plan a tax education credit
workshop unless it chooses to do this.
Mr. Sullivan reported that an
article appeared this past week in the Charlotte Observer about a
historic mural at South Mecklenburg High School that was formerly
located at the old Sears building and that a request will probably be
made that the mural be considered for designation as a historic
landmark. Dr. Morrill reported that he visited the school this morning
and that the mural is certainly worthy of consideration as a designated
property.
The meeting adjourned at 7:25
p.m. The next Education Committee meeting will be held Tuesday, November
18, 2003, at 6:00 p.m. at the HLC office.
