A. Certificate of Appropriateness - Robert and Elizabeth Lassiter House, 726 Hempstead Place, Charlotte

 

 

Owner is applying for permission to demolish the house.  The Design Review Committee approved the following motion:

 

THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT A CERTIFICATE OF APPROPRIATENESS FOR THE DEMOLITION OF THE ROBERT AND ELIZABETH LASSITER HOUSE, 726 HEMPSTEAD PLACE, CHARLOTTE, N.C.,  BE ISSUED BUT THAT THE EFFECTIVE DATE OF THE CERTIFICATE BE DELAYED 365 DAYS FROM THE DATE OF ISSUANCE.

B. Certificate of Appropriateness - Sidney and Ethel Grier House, 4647 McKee Road, Charlotte

 

Bugalow with Wrap around Front Porch

 

The owner of the Sidney and Ethel Grier House is proposing to add a one-story cottage with a 30'X30' footprint to the property.  The Design Review Committee approved the following motion:

 

THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT A CERTIFICATE OF APPROPRIATENESS BE ISSUED AS APPLIED FOR REGARDING THE SIDNEY AND ETHEL GRIER HOUSE, 4647 McKEE ROAD, CHARLOTTE, N.C. WITH THE STIPULATIONS THAT 1) WOOD BE USED FOR THE SIDING, FRONT DOOR, HANDRAILS, PORCH CEILING, AND SOFFITS, 2)  THE ROOF PITCH BE INCREASED TO 6/12, AND 3) THE DIVIDED-LIGHT WINDOWS, EITHER  2/2 OR 3/3,  BE USED.

C. Charlotte Fire Station Number 2, 1212 South Boulevard, Charlotte.

The owner of the Charlotte Fire Station Number 2 has requested that the approved COA # 09-01 be amended. 

The owner is proposing:

 

1. that the new floor plans shown below be approved

 

2. that the condition #3 in COA 09-01 requiring the preservation of the existing stairs, be deleted

 

 

3. that conditions #4 and #5 concerning the existing ceiling materials be deleted

 

4. that the upstairs exterior door be moved as shown on the plans. 

 

The Design Review Committee approved the following motion:

THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT A CERTIFICATE OF APPROPRIATENESS BE ISSUED FOR FORMER CHARLOTTE FIRE STATION NUMBER 2, 1212 SOUTH BOULEVARD, CHARLOTTE, N.C. 1) APPROVING THE NEW FLOOR PLANS AS PRESENTED, 2) REMOVING CONDITION # 3 IN COA #09-01, STIPULATING THAT THE EXISTING STAIRCASE BE PRESERVED AT ITS PRESENT LOCATION, 3) REMOVING CONDITION #4  IN COA #09-01 THAT THE EXISTING BEADED-BOARD CEILING ON THE SECOND FLOOR BE PRESERVED,  4)  APPROVING THE RELOCATION OF THE EXTERIOR DOOR ON THE SECOND FLOOR AS PRESENTED, AND 5) THAT THE THE DESIGNATION OF THE INTERIOR OF FORMER CHARLOTTE FIRE STATION NUMBER 2, 1212 SOUTH BOULEVARD, CHARLOTTE, N.C., BE REMOVED WITH THE STIPULATION THAT THE OWNER SHALL ANNUL COA 09-11 UPON HIS RECEIPT OF FINANCING FOR THE PROJECT AND SHALL NOTIFY THE HISTORIC LANDMARKS COMMISSION OF THIS ACTION IN WRITING.

The motion includes the stipulation that the owner annul approval for the demolition of the building.

D. American Legion Memorial Stadium

 

 

The stadium was damaged due to a storm water system failure.  Extensive repairs have begun to stabilize the property.  A COA will be submitted once plans for reconstructing the grandstand is submitted.

 

5.  Survey Committee Report. 

 

The Survey Committee is scheduled to meet September 1st.

 

6.  Projects Committee Report.

 

     A.  Marketing of properties.  Savvy Co.  has withdrawn its marketing agreement for the Grier-Rea House and White Oak Plantation.  Staff is seeking to market the properties.  Mary Dominick will present a report on this matter.

 

Marketing Strategies for Grier-Rea and White Oak

 

     B.  Grier-Rea House.  HLC Staff has met with a contractor to consider performing those task which will be necessary to obtain a Certificate of Occupancy for the house.  This matter will be considered by the Projects Committee.

 

      C. McAuley House.  HLC Staff has met with a contractor to develop cost estimates for improvements to the interior that will make the house more marketable.

 

      D.  Main St. Properties in Pineville.  The contractor has been selected to paint the exteriors of both buildings and to perform necessary repairs to the facades.

 

 E.  Torrence-Lytle School.  The subdivision of the property has been approved by the Town of Huntersville.  The deed to the property can be transferred to the Landmarks Commission once the subdivision is recorded.
