A. Torrence Lytle School.
Mecklenburg County owns the
Torrence Lytle School
in Huntersville, which has been designated as a Historic
Landmark. The County has ended its use of the building.
The County is receptive to the idea of transferring the
property to the Historic Landmarks Commission with the
understanding that the Commission will distribute Requests
For Proposals to developers for adaptive reuse of the
building and the land.
The following motion was
approved:
MR. KLUTTZ PRESENTED A MOTION SECONDED BY
MR. HOBBS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION
THAT IT SUBMIT A REQUEST FOR BOARD ACTION TO THE COUNTY
COMMISSION REQUESTING THAT THE COUNTY CONVEY THE TORRENCE
LYTLE SCHOOL AND APPROXIMATELY 3.3 ACRES OF LAND TO THE
HISTORIC LANDMARKS COMMISSION FOR ESSENTIALLY NO COST
SUBJECT TO SATISFACTORY PERFORMANCE OF DUE DILIGENCE BY THE
HLC WHICH WOULD INCLUDE THE EXPENDITURE OF UP TO $7500 FOR
AN APPRAISAL, ENVIRONMENTAL ASSESSMENT AND OTHER APPROPRIATE
ITEMS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
B. N. S. Alexander House. The
Commission is performing emergency repairs on the
N. S. Alexander House
and has placed a rezoning request for the property on
indefinite hold. The two issues before the Commission is
whether it wishes to maintain the current status of the
rezoning petition and whether it will pay to replace the
damaged siding and windows on the N. S. Alexander House.
The
following motions were approved:
MS. JOHNSON
PRESENTED SECONDED BY MS LAW TO RECOMMEND TO THE HISTORIC
LANDMARKS COMMISSION THAT THE REZONING APPLICATION FOR THE
N. S. ALEXANDER HOUSE REMAIN ON INDEFINITE HOLD. THE
COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
MR. HOBBS PRESENTED
A MOTION SECONDED BY MS. LAW TO RECOMMEND TO THE HISTORIC
LANDMARKS COMMISSION THAT IT SPEND UP TO $10,000 TO REPAIR
AND RESTORE THE WINDOWS AND SIDING DAMAGED BY WATER
PENETRATION INTO THE N. S. ALEXANDER HOUSE. THE COMMITTEE
UNANIMOUSLY APPROVED THE MOTION.
C. White Oak Plantation. The
Committee discussed the current status of White Oak
Plantation and raised the question of whether the Commission
should move ahead aggressively with marketing the property.
The consensus reached was that the Commission should await
the arrival of sewer service.
D. The Grand Theater. Offers
to purchase the Grand Theater have been received. They will
have to be discussed in executive session.
E. The Charlotte Cotton Mills.
An offer to purchase portions of the Charlotte Cotton Mills
has been received. This will have to be discussed in
executive session.
4. Design Review Committee
Items.
A. COA for the Rural Hill
Plantation
The Catawba Valley Scottish
Society has applied for a COA for a project that would
involve the construction of five auxiliary structures around
the site's existing log house. These building were included
in a master plan that was previously reviewed by the
Commission's Design Review Committee. These additional
buildings should enhance the site's ability to educate the
public in terms of Mecklenburg County's agricultural
history. The proposed buildings are accurate reproductions
of 19th-century agricultural building. In the future, these
buildings could be removed without damaging the current
historical integrity of the property. The design, but not
the location, for the outhouse was approved under COA 05-01.
Staff recommends
that the Commission issue a COA for this project.
