3.  Consideration of Prospective Projects.  The Historic Landmarks Commission might have the opportunity to acquire two rural historic structures.  The first is the Rozzelle House on Old Rozzelles Ferry Road.  The developer has offered to sell the house and parcels of land to the Historic Landmarks Commission.  The Projects Committee has directed staff to pursue negotiations to purchase all or some portion of the property.  

MR. GEER PRESENTED A MOTION SECONDED BY MS. RICHARDSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT IT NEGOTIATE AN ACCEPTABLE PURCHASE PRICE WITH KNOTT DEVELOPMENT RESOURCES, INC. FOR 11647 ROZZELLES FERRY ROAD, CHARLOTTE, N. C. - ALL SIX PARCELS (O31-222-51, 52, 53, 54, AND 56) WHICH COMPRISE A TOTAL OF APPROXIMATELY 6.2 ACRES INCLUDING THE ROZZELLE HOUSE AND THE ALEXANDER HOME . THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the Committee's Recommendation.

4.  The second is the Grier House on Tilley Morris Road.  The Projects Committee has directed staff to actively pursue acquisition of the property.  Portrait Homes has agreed to donate the house and approximately two acres of land to the Historic Landmarks Commission.  The Commission will have up to 18 months to restore the house.  The family that owns the house might want a right of first refusal and input into the preservation plans.

5.  The owner of the one-room schoolhouse in Newell (since converted into a home) is interested in having the HLC acquire the property.  The building has lost much of its physical integrity.  However, perhaps historical investigation would uncover information that would qualify the building for designation as a historic landmark.

MR. MORETZ PRESENTED A MOTION SECONDED BY MR. GRIER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT $500.00 BE SPENT TO INVESTIGATE THE HISTORIC SIGNIFICANCE OF THE FORMER NEWELL ONE ROOM SCHOOLHOUSE LOCATED ON OLD CONCORD ROAD IN MECKLENBURG COUNTY. THE COMMITTEE APPROVED THE MOTION WITH OPPOSITION FROM MS. RICHARDSON AND MS. FOUST.

Staff Recommendation:  Approve the Committee's Recommendation.

6.  The Historic Landmarks Commission has learned that the owner of the Grand Theater might be interested in selling the property.  The Grand Theater was once the premier African American Theater in Charlotte.

MR. MARTIN PRESENTED A MOTION SECONDED BY MS. GRAY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE PURCHASE OF THE HISTORIC GRAND THEATER, 333 BEATTIES FORD ROAD, CHARLOTTE, N. C. BE INVESTIGATED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve the Committee's Recommendation.

7.  An Architectural Committee for the W. T. Alexander Plantation should have a ranking of  architects who have submitted credentials to serve as the architect for the project.    The Committee will ask the Commission to authorize County staff to negotiate and execute a contract with the architects according to the ranking of each.  

8.  Update on Oehler Project.  Wayne Weston, Director of the Parks and Recreation Department, will let staff know whether he will seek approval for using Land Banking bonds to purchase the property.  Hopefully, that information will be available by November 13th.

9.  Update on the Thomas Griffith Warehouse.  Staff is pursuing a two-tract process.  Don Yelverton will review Daniel Levine's plans to see how they can be made to comport most efficiently with building codes. The meeting will occur on November 20th.   Bernard Felder has arranged for tax credit for Daniel Levine.

10.  The Education Committee has directed staff to notify Historic Charlotte that it wishes that the $45,000 from the Knight Foundation to construct a bathroom/welcome center at the Rural Hill Schoolhouse not be returned to the Knight Foundation.  The Committee has further stated that, if necessary, it will recommend that the Historic Landmarks Commission take a leadership position in this project. 

Survey Committee Items.

11.  The Commission will consider whether it wishes to recommend the Oehler Farm for Historic Landmark designation.  Click here to read Survey and Research Report.

Staff Recommendation:  Recommend the designation of the interior and exterior of the house and the entire tract of land.

12.  The Commission will consider whether it wishes to recommend the Coffey House for Historic Landmark designation.  Click here to read Survey and Research Report.

Staff Recommendation:  Recommend the designation of the interior and exterior of all buildings and the entire grounds.

13.  The Commission will consider whether it wishes to recommend the Withers-Efird House as a historic landmark.  Click here to read Survey and Research Report.

Staff Recommendation:  Recommend the designation of the exterior of the house and the lot upon which the house sits.  Be aware that Queens College opposes designation.

14.  The Commission will consider an Application for a Certificate of Appropriateness for the Wadsworth House.  The applicant proposes to make changes to the grounds and the exteriors of the guesthouse and the main house and the interior of the main house.  The Committee is recommending that the application be approved as submitted.

MR. SULLIVAN PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE WADSWORTH HOUSE, 400 SOUTH SUMMIT AVENUE, CHARLOTTE, N. C. BE APPROVED AS SUBMITTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve issuance of Certificate of Appropriateness.

15.  The Commission will consider an Application for a Certificate of Appropriateness for Highland Park Manufacturing Company Plant No. 3.

MR. BOOKOUT PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT IT APPROVE THE SITE DEVELOPMENT PLAN FOR HIGHLAND PARK MILL #3, 2901 N. DAVIDSON STREET, CHARLOTTE, N. C., AS PRESENTED WITH THE CONDITION THAT NATIONAL PARK SERVICE APPROVAL WILL HAVE BEEN SECURED FOR THE DEMOLITION OF BUILDING #9 AND FOR THE "URBAN SPACE" BORDERING BUILDINGS 1,2,3 AND 4 BEFORE THE CERTIFICATE OF APPROPRIATENESS IS ISSUED. THE COMMITTEE APPROVED THE MOTION WITH THE FOLLOWING VOTE: APPROVE: AUTREY, BOOKOUT, BOS, LAWRENCE, MISENHEIMER OPPOSE: COX, SULLIVAN ABSTAIN: NONE.

Staff Recommendation:  Approve issuance of Certificate of Appropriateness even if approval has not been received from the National Park Service regarding the demolition of Building # 9.  This will allow the developer to move ahead with the project by satisfying the parking requirements in order to obtain permits.  The developer will most likely retain the building regardless if the National Park Service requires it for the tax credits.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BOOKOUT THAT IN REGARD TO THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR HIGHLAND PARK MILL #3, 2901 NORTH DAVIDSON STREET, CHARLOTTE, N. C., TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT IT CONCEPTUALLY APPROVE THE BUILDING PLANS WITH THE EXCEPTION OF THE OPENINGS IN THE DAVIDSON STREET AND SOUTHWEST FACADES OF BUILDING 6, THE PROPOSED WINDOWS BEING INSTALLED IN THE ORIGINAL OPENINGS OF THE SOUTHEAST ELEVATIONS OF BUILDINGS 1, 2, AND 3, AND THE NEW STOREFRONT LOBBY WALLS. DISCUSSIONS BETWEEN THE APPLICANT AND HLC STAFF/CONCERNED COMMITTEE MEMBERS SHALL BE INITIATED TO RESOLVE THESE ISSUES BEFORE THE NOVEMBER MEETING OF THE DESIGN REVIEW COMMITTEE. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve issuance of Certificate of Appropriateness.

16.  The Commission will consider an Application for a Certificate of Appropriateness for the Young Morrison House.

MS. BOS PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE YOUNG-MORRISON HOUSE, 224 W. 10TH STREET, CHARLOTTE, N. C., BE APPROVED AS SUBMITTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommendation:  Approve issuance of Certificate of Appropriateness.

17.  The Commission will consider an Application for a Certificate of Appropriateness for the Chapel at the former Good Samaritan Hospital.

MR. BOOKOUT PRESENTED A MOTION SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE GOOD SAMARITAN HOSPITAL CHAPEL BE APPROVED AS PRESENTED. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
