The Historic Landmarks Commission will meet next on June 12, 2006, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road, Charlotte, N.C.  The meeting shall commence at 6:00 p.m.  Anyone needing assistance should contact the Historic Landmarks Commission beforehand at 704-376-9115.

3.   Survey Committee

a.  Davidson, N. C. Properties. The Historic Landmarks Commission has been working with the Town of Davidson for several months to identify prospective historic landmarks in Davidson.  Essential to that process has been the development of a contextual analysis of elements of the town's built environment.  Click Here To Read The Davidson Contextual Statement.

Staff is presenting the initial Survey and Research Reports produced by this study.  The Planning Department of the Town of Davidson has expressed its desire to have the three properties considered at a joint public hearing if the HLC believes they warrant historic landmark designation.  Click Here To Read Letter From Davidson.

Staff Recommendation:  Staff believes that the Survey and Research Reports demonstrate that the three properties have the requisite special significance to warrant historic landmark designation and therefore recommends that the Survey Committee recommend to the HLC that the three properties be processed for historic landmark designation.

a.  Pineville, N. C. Properties. 

1) The  1928 Yandell Building, 325-329 Main Street, Pineville, N.C.  Click Here For S&R Report.

The Commission passed the following motion at its May meeting in hopes that the Town of Pineville and the owner would enter into meaningful dialogue.

MS. LAW PRESENTED A MOTION SECONDED BY MR. BENSON TO TABLE CONSIDERING 325-329 MAIN STREET, PINEVILLE, N. C., FOR PROCESSING FOR HISTORIC DESIGNATION UNTIL THE HLC’S MEETING ON JUNE 12. 2006. THE COMMISSION APPROVED THE MOTION WITH A SINGLE VOTE OF OPPOSITION CAST BY DR. MATTSON.

Staff continues to be believe that the subject property has the requisite special significance to warrant historic landmark designation and therefore recommends that the Commission recommend that the property be designated as a historic landmark by the Pineville Town Board in accordance with standard procedures adopted by the Historic Landmarks Commission.

4.  Projects Committee Items.

a. The Oehler House.  Click Here For S&R Report.

The Commission has received offers to purchase the Oehler House.  The Commission will have to go into executive session to consider this matter.  Staff recommends that the Commission move into executive session to consider this matter.

b.  Bethesda School.  Click Here For S&R Report.

The Commission has met its obligation to move the Bethesda School, place it on a permanent foundation, and put a new roof on the building.  Staff believes, however, that a small amount of additional work must be performed on the building to assure that the building is adequately protected from the elements.  Staff recommends that the Commission allocate up to $5000 additional dollars that would be use to make further repairs to the building.

c.  White Oak Plantation.  Click Here For S&R Report.

The Projects Committee will be considering a process for attempting to have the Commission become involved in a preservation solution for White Oak Plantation.  The Commission will have to go into executive session to consider this matter.  Staff recommends that the Commission move into executive session to consider this matter.

d.  N. S. Alexander House.  The Projects Committee will be considering a recommendation regarding the timing of the closing on the N. S. Alexander House.  The Commission will have to go into executive session to consider this matter.  Staff recommends that the Commission move into executive session to consider this matter.

7.  Old Business

a.  Consideration of the Survey and Research Report on the Tuckaseegee Ford.  Click Here For S&R Report.  Staff recommends that the Commission meet with Mecklenburg County Park and Recreation Staff and the White Water Park staff to determine what portions of the Tuckaseegee Trail within the park retain sufficient historic integrity to warrant historic landmark designation.  The HLC first considered this matter in 2000 but delayed the designation process until this issue became clarified.
