A.  Application For A Certificate Of Appropriateness For The Charlotte Cotton Mills.  Bryan Turner submitted the following plan for the placement of a light well near the southern end of the interior of the Charlotte Cotton Mills.

MS. BOS PRESENTED A MOTION SECONDED BY MR. SHURLEY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR A LIGHT WELL FOR BUILDING "B" AT THE CHARLOTTE COTTON MILLS, 508 WEST 5TH STREET, CHARLOTTE, N. C., BE ISSUED AS APPLIED FOR. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Staff Recommends that the HLC approve the motion as presented.

B.  Application For A Certificate Of Appropriateness For The Grier-Rea House.  Don Yelverton, Project Architect, presented the following two plans for treatment of the interior of the Grier-Rea House.  The Division of Archives and History has reviewed the plans and judges that both meet the Secretary of the Interior's Guidelines.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BENSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT EITHER OF THE PROPOSED TWO DESIGN PLANS FOR THE GRIER-REA HOUSE, 7601 PROVIDENCE ROAD, CHARLOTTE, N. C., BE APPROVED FOR A CERTIFICATE OF APPROPRIATENESS, AS BOTH DESIGN SCHEMES MEET THE SECRETARY OF THE INTERIOR’S GUIDELINES; AND THAT THE HLC’S PROJECTS COMMITTEE BE AUTHORIZED TO SELECT EITHER OF THE TWO APPROVED SCHEMES. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

A.  Exterior Renovations For The Grier-Rea House.  Bryan Turner and Don Yelverton presented plans and projected costs for the Grier-Rea House.  The Committee considered the issues involved and approved the following motion.

MR. NORMAN PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION TO PURSUE EXTERIOR RENOVATIONS AS PRESENTED AT THE PROJECTED COST OF $375,000 OF THE GRIER-REA HOUSE, 7601 PROVIDENCE ROAD, CHARLOTTE, N. C., SUBJECT TO THE HISTORIC LANDMARKS COMMISSION’S CONSIDERATION OF MR. TURNER’S PRESENTING/DISTRIBUTING A DETAILED REPORT AT THE APRIL 12, 2004 HLC MEETING ITEMIZING ALL COSTS WHICH WILL BE INCURRED ASSOCIATED WITH THE PROJECTED EXTERIOR RENOVATION AND SUBJECT TO ADVICE FROM MS. CATHERINE BROWNING OF FIRST CHARLOTTE PROPERTIES ABOUT WHETHER IT IS BETTER FINANCIALLY FOR THE TO MARKET THE PROPERTY IN ITS CURRENT RENOVATED CONDITION OR TO WAIT AND MARKET THE PROPERTY IN A MORE ADVANCED STATE OF RENOVATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

A.  Consideration of the Survey and Research Report on the Davidson Cotton Mill.  The Committee reviewed the issues involved with the prospective designation.  The owner of the mill itself is requesting historic landmark designation.  Duke Energy is the owner of the Transformer House and has expressed no attitude regarding designation.  The Committee believes that the Transformer House should be included in the historic landmark and therefore approved the following motion.

MS. SMITH PRESENTED A MOTION SECONDED BY MR. PARKER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE DAVIDSON COTTON MILL, 209 DELBURG STREET, DAVIDSON, N. C., (INCLUDING THE MILL, THE LAND WITHIN THE TAX PARCEL IN WHICH THE MILL IS LOCATED, AND THE TRANSFORMER HOUSE, AND THE LAND UPON WHICH THE TRANSFORMER HOUSE SITS ) BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

B.  Consideration of the Survey and Research Report on the Victor Shaw House.  The Committee is aware that the owner desires to have the property designated and passed the following motion.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MS. SMITH TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE VICTOR SHAW HOUSE, 2400 MECKLENBURG AVENUE, CHARLOTTE, N. C. (EXTERIOR OF THE HOUSE, INTERIOR OF THE HOUSE, AND LAND IN THE TAX PARCEL WITHIN WHICH THE HOUSE SITS), BE PROCESSED FOR HISTORIC DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

C.  Consideration of the Survey and Research Report on the Lloyd Presbyterian Church Cemetery.  The Committee is aware that the owner desires to have the property designated and passed the following motion.

MR. PARKER PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE LLOYD PRESBYTERIAN CHURCH CEMETERY, SHARON AND COLONY ROADS, CHARLOTTE, N. C. (INCLUDING THE LAND WITHIN THE TAX PARCEL IN WHICH THE CEMETERY IS LOCATED) , BE PROCESSED FOR HISTORIC DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

D.  Consideration of the Survey and Research Report on Martin's Grocery.  The owner did not attend the meeting.  The Committee considered the issues involved and passed the following motion.

MS. SMITH PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT HLC STAFF BE DIRECTED TO MEET WITH THE OWNER OF MARTIN’S GROCERY FOR THE PURPOSE OF INVESTIGATING PRESERVATION STRATEGIES FOR MARTIN’S GROCERY, 2718 MONROE ROAD, CHARLOTTE, N. C., AND THAT THE PROCESSING OF THE SUBJECT PROPERTY BE SUSPENDED UNTIL HLC STAFF REPORTS ON THE RESULTS OF THOSE MEETINGS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

E.  Preservation Strategies for the Preservation of the Neck Road Corridor.  The Committee considered how it might work with the Town of Huntersville to preserve the Neck Road Corridor, which leads to Rural Hill Plantation.  The Committee passed the following motion.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MS. SMITH TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT HLC STAFF BE DIRECTED TO MEET WITH THE TOWN OF HUNTERSVILLE TO DISCUSS PREPARATION AND IMPLEMENTATION OF A PLAN TO PRESERVE THE HISTORIC CHARACTER OF NECK ROAD IN MECKLENBURG COUNTY. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

F.  Consideration of Funding a Survey and Research Report on the William L. McConnell House.  Staff informed the Committee that the house is threatened by a proposed widening of Beatties Ford Road.  The Committee passed the following motion.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE HLC FUND A SURVEY AND RESEARCH REPORT ON THE WILLIAM L. McCONNELL HOUSE, BEATTIES FORD ROAD., CHARLOTTE, N. C. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

G.  Consideration of an extension of the time for the completion of the Uptown Charlotte Survey.  Staff requested the extension in view of the amount of staff time needed to process several properties for listing in the National Register of Historic Places.  The Committee passed the following motion.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MS. SMITH TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE COMPLETION DATE OF THE UPTOWN SURVEY BE EXTENDED TO THE FIRST OF SEPTEMBER. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

5.  Old Business.  Update on the status of the former Charlotte Union Bus Terminal.

A representative of Spectrum Properties will be present to explain the current status of the process of determining whether all or some portion of the building might be saved.
