The Historic Landmarks Commission will meet next on August 8, 2005, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road, Charlotte, N.C.  The meeting shall commence at 6 p.m.  Anyone needing assistance should contact the Historic Landmarks Commission beforehand at 704-376-9115.

a.  Consideration of a Certificate of Appropriateness for a material alteration of Charlotte Cotton Mills Building A.

Staff Recommendation:  Approve Application as presented with the inclusion of the garbage containment area.

b.  Consideration of a Certificate of Appropriateness for a material alteration of the Dr. J. J. Rone House.

c.  Express Review Application for the Demolition of the Dr. George E. Davis House.

 

Johnson C. Smith University has submitted an express review for an application to demolish the Dr. George E. Davis House, which is a historic landmark.  The Commission may not deny the application but may delay its effective date for up to 365 days.  The HLC has attempted to save the house for several years, even seeking to purchase it from the University.  All preservation efforts have failed.  Consequently, Staff believes that no good purpose would be saved by extending the delay for the full period.

Staff Recommendation:  Staff recommends that the effective date of the Application be delayed until such time as the owner supplies the HLC with black and white documentary photographs of the exterior and the interior of the building, including negatives and contact sheets.

a.  Grace A.M.E. Zion Church.

Negotiations continue between the Executive Committee and the representatives of the church.  The church has agreed to an extension of the due diligence period until August 12th.  It is anticipated that the Projects Committee will present a recommendation regarding the Commission's prospective purchase of the property.

b.  Richard Wearn House.

Bank of America, as trustee for the Estate, has contacted the Commission about its desire to sell part of the property, more specifically the house and adjacent outbuildings.  Staff has visited the property and has advised Bank of American that approximately 3 acres of land should be included with the house.  Bank of America will be placing the property on the market.  Bryan Turner has approached Bank of America about the prospect of the Commission's purchasing the entire 25 acres with the County and the School Board purchasing all but the house and its adjacent outbuildings from the Commission.  This matter will be discussed at the Projects Committee Meeting which immediately precedes the Landmarks Commission Meeting.

c.  Alpha Cotton Mills Mill Houses.

The Charlotte Housing Authority intends to move ahead with the development of the property in the near future.  Discussion have occurred with Crosland, Inc. about moving some of the houses to the Alpha Mills property.  Staff will report at the Projects Committee Meeting on the progress of these discussions.
