The Historic Landmarks
Commission will meet next on February 11, 2002, in the
Ratcliffe-Otterbourg
House at 2100 Randolph Road in Charlotte. The meeting shall begin at
6pm.

Bryan Turner will report on the status of projects, including the Grier-Rea
House, the Grier House, the W. T. Alexander Plantation, the Rozzell House,
the Davis House, the Charlotte Cotton Mills, the Oehler and McAuley Houses,
and the Palmer Fire School. He will also be presenting contracts for
approval by the Commission.

This is the main part of the agenda for this
meeting.
a. Mallard Creek School

Creek Presbyterian Church requested that the Commission postpone a decision
on the prospective designation of the Mallard Creek School as a historic
landmark, so that staff might have an opportunity to meet with the Session
of the church. I did so, and the Session continues to oppose
designation. The Commission must consider whether it wishes to
recommend designation and attempt to gain the agreement of the Charlotte
City Council for that designation. Staff Recommendation: Do
not move ahead with the designation process as this time, as the building
does not appear to be endangered.
b. Elmwood Cemetery

As anticipated, staff has received a letter
from the City of Charlotte requesting that the Commission's consideration of
historic landmark designation of Elmwood Cemetery be delayed until next
Summer, so that the plans of the State Department of Transportation with
respect to right-of-way for the new railroad station can be clarified.
Again, the Commission must consider whether it wishes to recommend
designation and attempt to gain the agreement of the Charlotte City Council

by the City's wishes. There is little chance that the City Council
would designate the property over the City staff's objections.
c. Carolina Transfer and Storage
Building

The owners are requesting that the building
be designated as a historic landmark. The Committee recommends

d. Home Federal Savings and Loan
Building

The owners are requesting that the building
be designated as a historic landmark. The Committee recommends

e. D. A. Tompkins Dilworth Machine Shop
Building

The owners are requesting that the building
be designated as a historic landmark. The Committee recommends

f. Original Hangar at Douglas
International Airport

The Survey Committee is recommending that Dan
Morrill be authorized to negotiate a contract with Ryan L. Sumner, a former
student at UNCC and a staff historian at the Levine Museum of the New South,
to prepare a Survey and Research Report on the original hangar at Douglas
Airport at a fee of less than $1200. Staff Recommendation:
Approve Committee's recommendation.
g. A subcommittee of the Survey
Committee will be making a recommendation regarding the hiring of
consultants to prepare up to six Survey and Research Reports on prospective
historic landmarks. Staff Recommendation: Approve Committee's
recommendation.
h. Bryant Park

The County Park and Recreation Department requested
that the Commission delay its recommendation on this matter until such time
as the Department had an opportunity to appear before the Commission.
The Department has been informed that the Commission would be considering
this matter, and no response has been forthcoming. The Survey
Committee has recommended designation.

i. Industry, Transportation, Education
Survey.
The Commission has completed its survey of
Industrial, Institutional, and Educational sites in Charlotte-Mecklenburg.
This will result in the placing of these sites on the Study List for the
National Register of Historic Places, thereby affording them greater
protection and greater opportunity for rehabilitation. Sherry Joines
Wyatt, one of the Principal Investigators, will present the findings of the
