The Historic Landmarks Commission will meet next on January 10, 2005, in its offices in the Ratcliffe-Otterbourg House at 2100 Randolph Road in Charlotte, N.C.  The meeting shall commence at 6p.m.  Anyone requiring special assistance should contact the Commission beforehand at 704-376-9115.

a.  Prospective Rezoning Of Property On East 8th St.

An issue has arisen regarding the rezoning of a streetscape of homes on East 8th St. in First Ward.  A public hearing on the prospective rezoning will occur with the Charlotte City Council later this month.  A citizen has expressed concern over the fact that the houses will be demolished if a proposed development occurs on the property.  A principal of the development firm will also be present to discuss this matter.  The citizen essentially wants the Historic Landmarks Commission to consider the homes for possible historic landmark designation.

The houses were moved by the City from several locations in First Ward to this site in the 1970s as part of a legal settlement with the Federal District Court.  These houses were not identified as potentially eligible for historic landmark designation in the just-completed Survey of  Historic Resources in Center City Charlotte.  There is also doubt as to the physical integrity of the interiors of the houses in terms of historic authenticity.

Staff Recommendation:  Listen to the interest parties and take appropriate action.

a.  Rezoning of the W. T. Alexander Property. 

The prospective buyer of the W. T. Alexander Property did file a rezoning application with the Charlotte-Mecklenburg Planning Commission.  The essential purpose was to eliminate a conditional zoning requirement that owners of offices have to reside on the property.  The Committee wishes to step in as the applicant for the rezoning now that the prospective buyer has ended her pursuit of the property.  The prospective buyer has informed staff that she would want to be reimbursed one-half of the filing fee, which is $1,110.00, meaning that the cost to the Commission would be $555.

MR. NORMAN PRESENTED A MOTION, SECONDED BY MS. JOHNSON, TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE REZONING OF THE W. T. ALEXANDER PROPERTY BE PURSUED IN THE MOST EFFICIENT MANNER, INCLUDING REIMBURSING THE FILING FEE TO THE PROSPECTIVE BUYER, AND THAT, IF NECESSARY, WALTER FIELDS BE RETAINED TO WORK WITH THE HISTORIC LANDMARKS COMMISSION TO ACHIEVE THE REZONING. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

a.  Recommendation regarding the prospective designation of the Carolina Cadillac Building as a historic landmark.

 The owner is requesting historic landmark designation for the building and paid for the Survey and Research Report.  Staff believes that the building meets the criterion of special significance and is worthy of designation.

MR. BENSON PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE CAROLINA CADILLAC BUILDING, 1301 SOUTH TRYON ST., CHARLOTTE, N.C. DR. MATTSON PRESENTED A MOTION SECONDED BY MR. BENSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE FORMER UNITED STATES POST OFFICE BUILDING AT 195 NORTH TRADE ST., MATTHEWS, N.C. (INTERIOR, EXTERIOR, AND THE ENTIRE TAX PARCEL),  BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.  Click here to view the Survey and Research Report

c.  Application for a matching Federal grant to conduct a National Register Historic District study of the Town of Davidson.

The Town of Davidson wishes to apply for a matching Federal grant to conduct a National Register Historic District study for the town.  The Historic Landmarks Commission, as a Certified Local Government, must apply for the grant on Davidson's behalf.  Except for minor administrative oversight, Davidson will pay for all costs associated with the study.

MR. BENSON PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT IT APPLY FOR A MATCHING FEDERAL GRANT TO ASSIST IN FUNDING A STUDY TO DETERMINE THE ELIBILITY OF A SUBSTANTIAL PORTION OF THE TOWN OF DAVIDSON FOR LISTING IN THE NATIONAL REGISTER OF HISTORIC PLACES AS A HISTORIC DISTRICT.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
