1. Consideration of Minutes.

2. Design Review Committee
Business Items. Click Here For Minutes. The Design Review Committee is recommending that
Certificates of Appropriateness be issued for three properties. They
are:
a.
Beaver Dam. Click

recommending that a Certificate of Appropriateness for the construction of a
bikeway across the property be approved as applied for with the following
additional requirements: 1) that the Applicant shall consult with
State authorities to determine whether the bikeway can be narrower and shall
inform the HLC Office of the results of that consultation, 2) that the
Applicant shall treat with the greatest possible sensitivity whatever
archeologically significant material might be uncovered, and 3) that the
edging material for the bikeway shall have the lowest profile feasible and
shall create minimum ground disturbance.

b.
Nebel Knitting Mill.

Certificate of Appropriateness for the construction of a bikeway across the
property be approved as applied for with the following additional
requirement: 1) that the new door in the northwest corner of the courtyard
shall have no decorative panels but shall be plain except for the
incorporation of an existing window. Click

Charlotte Cotton Mills.

The Committee is recommending that a Certificate of Appropriateness for
an alternate arrangement of openings in the facades of Building B be
approved as applied for. Click

3. Survey Committee Business
Items. Click Here For Minutes. The Survey Committee is recommending that three properties be
processed for historic landmark designation. They are:
a. Praise Connor
and Harriet Lee House. Click here for Survey
and Research Report. The Committee is recommending that the
interior of the house, the exterior of the house, and the entire tax parcel
be processed for historic landmark designation. Staff Recommendation:
Approve recommendation as presented.

b.
W.P.A. Hangar at Douglas Airport. Click
here for Survey and Research Report. The Committee is
recommending that the interior of the hangar, the exterior of the hangar,
and an amount of land sufficient to protect the hangar's immediate setting
be processed for historic landmark designation. Staff
Recommendation: Approve recommendation as presented.
Special Note:
The Douglas Airport Manager has informed the HLC staff that he does not want
the hangar to be designated as a historic landmark.

c. William
and Rachel Newell Neill House. Click here for
Survey and Research Report. The Committee is recommending that
the interior of the house, the exterior of the house, and the entire tax
parcel be processed for historic landmark designation. The owner
has notified the Commission that she does not want the property to be
designated as a historic landmark unless the Commission purchases the
property. Staff Recommendation: Approve recommendation as
presented. The Commission will have an opportunity to terminate the
designation process if the property is not purchased by the HLC.
Special Note:
The owner of the Neill House has written a letter in which she says that she
opposes designation unless the HLC purchases the property.

d.
Southern Public Utilities Streetcar Barn.

At its meeting in September 2001, the Historic Landmarks Commission approved
a recommendation that the Southern Public Utilities Streetcar Barn be
processed for historic landmark designation. The processing has been
delayed to allow a preservation strategy to be devised. Ron Tober and
CATS will be assuming operational responsibilities for the vintage trolley
line and will work with the Commission to assure that repayment of the
purchase price for the building will be made to the Commission and to the
County. Consequently, staff will be moving ahead with the designation
process for the building. Staff Recommendation: Approve
recommendation as presented. The Commission will have an opportunity
to terminate the designation process if the property is not purchased by the
HLC.

e.
Washam Farm. Click here for Survey and
Research Report. An ad-hoc committee composed of Phiderika Foust,
Amy Gray, and Deborah Cox met with an owner of the land surrounding the
Washam Farm and the attorney for the owners. The committee and the
owner and his attorney discussed the ramifications of historic landmark
designation. It was decided that the Commission would be asked to
table processing historic landmark designation of the property until August
2002, so that the owners and their attorney could consider what
portions of the property they might support for historic landmark
designation. The action before the Commission is to decide whether it
will table the processing of the property until August 2002. Staff
Recommendation: Approve recommendation as presented.

f.
Ratcliffe Flower Shop Building. Click
here for Survey and Research Report. Childress Klein is requesting
that the ordinance designating the Ratcliffe Flower Shop Building be amended
in view of the fact that the building has been moved and is now part of a
larger building. Specifically, the suggested revision stipulates that
the designation shall only include the Tryon St. frontage of the building
and the interior portions that are readily observable by someone entering as
a customer in the building and that the land beneath the building and the
air rights above are not included. Staff Recommendation: Approve
the changes and process the building for historic landmark designation.

4. Projects Committee

a.
Project Guidelines. The Projects Committee is examining the guidelines
which the Commission uses to decide which properties to recommend for
purchase by the HLC's Revolving Fund.

Guidelines. An ad-hoc committee has been appointed to bring
recommended changes to the Commission for action.
b.
Southern Public Utilities Streetcar Barn.
At its meeting in January 2002, the Commission voted to seek funds from the
County to permit the HLC to purchase the Southern Public Utilities Streetcar
Barn. The County has placed purchase of the carbarn on its list of
Land Bond projects. Staff will be moving ahead with the designation
process, because the building must become a historic landmark before the
Commission can buy the building. A letter should be forthcoming
explaining the nature of the commitment for repayment of the acquisition
cost. Staff will not move forward with the acquisition process until
after the HLC has had an opportunity to review the commitment for repayment.
Staff Recommendation: Receive as information.

c.
Palmer Fire School.
Click here for Survey and Research Report. The Historic Landmarks
Commission has received an offer to purchase the Palmer Fire School property
and to restore the assembly building and the fire tower. The
Commission will have to go into executive session to discuss the offer.
The Committee is recommending that the HLC reject the offer. Staff
Recommendation: Approve recommendation as presented.

d.
Davidson Schoolhouse at Rural Hill.

Research Report. The Committee considered how to move forward with
financing the construction of the auxiliary classroom/bathroom building for
the Davidson Schoolhouse at Rural Hill. The Committee is recommending
that the Commission contribute $55,000 from its Historic Preservation Fund
to match the $45,000 grant received from the Knight Foundation. Staff
Recommendation: Approve recommendation as presented.

e.
The Neill House. The Projects Committee is recommending that the
Commission pursue purchase of the Neill House. Staff Recommendation:
Approve recommendation as presented. Here is the specific motion.
MR. MISENHEIMER PRESENTED A MOTION
SECONDED BY MS. GRAY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION: 1)
THAT IT PURSUE PURCHASE OF THE NEILL HOUSE, 1412 WEST ROCKY RIVER ROAD, IN
THE NEWELL COMMUNITY OF MECKLENBURG COUNTY, 2) THAT THE MECKLENBURG COUNTY
REAL ESTATE SERVICES DEPARTMENT NEGOTIATE A CONTINGENCY CONTRACT FOR
PURCHASE OF THE PROPERTY BY THE COMMISSION, INCLUDING THE ESTABLISHMENT OF
THE PURCHASE PRICE, AND SUBMIT THE CONTRACT TO THE EXECUTIVE COMMITTEE OF
THE HLC FOR CONSIDERATION, AND 3) THAT BRYAN TURNER INITIATE THE PROCESS FOR
DETERMINING THE STABILIZATION NEEDS FOR THE PROPERTY AND THE COSTS
ASSOCIATED THEREWITH. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
