a.  Construction of a new in-fill home on a portion of the James A. Blakeney Farm

James A. Blakeney House

The Applicant intends to purchase a portion of the James A. Blakeney Farm contingent upon obtaining a Certificate of Appropriateness from the Commission to allow him to build a new home on the subject property.

The new house would be located on the parcel outlined in green.  The red line shows the relationship between the proposed house and the Blakeney House.

The Design Review Committee passed the following motion at its April 27th meeting.

MR. BENSON PRESENTED A MOTION SECONDED BY MR. SHURLEY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS BE APPROVED FOR A NEW DWELLING, AS DEPICTED IN THE APPLICATION, TO BE CONSTRUCTED ON LAND ASSOCIATED WITH THE BLAKENEY HOUSE/FARM ON BLAKENEY-HEATH ROAD, CHARLOTTE, N. C. 1) SUBJECT TO A PRESENTATION OF INTENDED ELEVATION DRAWINGS OF THE SOUTH EAST SIDE OF THE HOUSE TO THE HLC AT ITS MAY MEETING, 2) SUBJECT TO THE RETENTION OF THE HEDGE ALONG BLAKENEY HEATH ROAD, AND 3) SUBJECT TO THE HLC’S STAFF DISCUSSING WITH THE APPLICANT PRIOR TO THE HLC’S MAY MEETING THE POSSIBILITY OF THE HLC’S OBTAINING A RIGHT OF FIRST REFUSAL TO PURCHASE THE PROPERTY IN THE EVENT THAT SAID PROPERTY IS EVER OFFERED FOR SALE. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. SHURLEY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS TO DEMOLISH THE GARAGE ASSOCIATED WITH THE BISHOP MOUZON HOUSE, 800 MOUNT VERNON AVENUE, CHARLOTTE, N. C., AND TO CONSTRUCT A NEW GARAGE AS PRESENTED BE APPROVED WITH THE PROVISO THAT BLACK AND WHITE DOCUMENTARY PHOTOGRAPHS (NOT DIGITAL) OF THE EXISTING STRUCTURE BE TAKEN AND DEPOSITED WITH NEGATIVES AT THE HISTORIC LANDMARKS COMMISSION’S OFFICE BEFORE THE COMMENCEMENT OF DEMOLITION. THE COMMITTEE APPROVED THE MOTION WITH THE FOLLOWING VOTE: APPROVED: BOOKOUT, BOS, HOCKETT, MISENHEIMER , SHURLEY OPPOSE: BENSON ABSTAIN: NONE.

4.  Education Committee Matters.  Click Here For Minutes

a.  Comprehensive Inventory of Historic Resources in Pineville

The Commission has expressed interest in performing a comprehensive inventory of the historic resources in Pineville.  A student intern, Paul Archambault, will be performing the inventory under Dr. Morrill's direction.  The Education passed the following motion at its meeting on April 29th.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MS. HEFNER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE HLC ENTER INTO A CONTRACT WITH THE TOWN OF PINEVILLE TO SPONSOR A COMPREHENSIVE INVENTORY OF THE HISTORIC RESOURCES IN PINEVILLE, N. C., TO DETERMINE WHAT PROPERTIES ARE ELIGIBLE FOR HISTORIC DESIGNATION, BOTH LOCAL AND FEDERAL ; THE TOWN WILL PAY $1500 FOR THE STIPEND AND $500 FOR EXPENSES FOR 450 HOURS OF WORK, AND THE HLC WILL PROVIDE A COMPUTER, USE OF THE COPY MACHINE, AND SUPERVISION OF THE INTERN BY DR. MORRILL. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

b.  Update on status of Historic Mural of Charlotte-Mecklenburg.

 

 

 

 

 

 

 

The Airport Authority continues to be interested in hanging the historic mural in the lobby of Douglas International Airport.  A public ceremony is planned either this summer or fall.

5.  Projects Committee Matters.  Click Here For Minutes

a.  Prospective Purchase Of The Bethesda School.

The Committee considered the complications surrounding the prospective purchase of the Bethesda School, especially the future alignment of Alexanderana Road.  The Projects Committee passed the following motion at its May 3rd meeting.

MR. NORMAN PRESENTED A MOTION SECONDED BY MR. SULLIVAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE HLC ENTER INTO A RIGHT OF FIRST REFUSAL TO PURCHASE CONTRACT WITH THE OWNER OF THE BETHESDA SCHOOL, 13129 ALEXANDERANA ROAD, HUNTERSVILLE, N. C., AND THAT THE HLC NOT TAKE FURTHER ACTION IN REGARDS TO PURCHASING THE PROPERTY FOR NOW. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

b.  Physically Securing The Thrift P&N Depot.

The Committee continues to pursue negotiations with the owner, CSX.  There is an obvious need to physically secure the depot.  The Projects Committee passed the following motion at its May 3rd meeting.

MR. NORMAN PRESENTED A MOTION SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE HLC ALLOCATE UP TO $2,000 TO SECURE AND PROTECT THE P & N DEPOT ON THE OLD MOUNT HOLLY ROAD, CHARLOTTE, N.C. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
