Item No. 1.  Designation of the Streetcar Barn.

The Historic Landmarks Commission has voted provisionally to recommend the Southern Public Utilities Streetcar Barn for designation as a historic landmark.  The Commission will need to vote on this issue again after taking into account the information provided in the Survey and Research Report.  Click here for the Survey and Research Report on the Southern Public Utilities Streetcar Barn.  Pappas Properties has asked that consideration of this item await completion of a preservation strategy.  Staff recommendation:  delay consideration of this matter as requested.

Item No. 2.  Recommendation on Historic Landmark designation for the Grinnell/General Fire Extinguisher Company Complex.  Click here for Survey and Research Report.

MS. BOS PRESENTED A MOTION SECONDED BY MS. BRICKEY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE SURVEY AND RESEARCH REPORT ON THE GRINNELL/GENERAL FIRE EXTINGUISHER COMPANY COMPLEX , 1431 AND 1433 WEST MOREHEAD STREET, CHARLOTTE, N. C., BE PRESENTED TO THE HLC AND THAT THE PROPERTY BE PROCESSED FOR HISTORIC DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.  Staff recommendation:  approve motion as presented.

MS. RICHARDSON PRESENTED A MOTION SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT BRYANT PARK, 1701 WEST MOREHEAD STREET, CHARLOTTE, N.C., BE MOVED FROM THE HLC’S INVENTORY LIST TO THE HLC’S STUDY LIST, THAT THE SURVEY AND RESEARCH REPORT ON THE PROPERTY BE PRESENTED TO THE HLC, AND THAT THE PROPERTY BE PROCESSED FOR HISTORIC DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.  Staff recommendation:  delay discussion until the December meeting.

C., BE PRESENTED TO THE HLC AND THAT THE PROPERTY (INTERIOR, EXTERIOR AND LAND ASSOCIATED WITH THE TAX PARCEL) BE PROCESSED FOR HISTORIC DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.  Staff recommendation:  approve motion as presented.

MS. GRAY PRESENTED A MOTION SECONDED BY MS. BRICKEY TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE SURVEY AND RESEARCH REPORT ON ST. MARK’S EPISCOPAL CHURCH RECTORY, 8600 MOUNT HOLLY ROAD, HUNTERSVILLE, N. C. BE PRESENTED TO THE HLC AND THAT THE BOUNDARIES OF THE DESIGNATED SAINT MARK’S EPISCOPAL CHURCH BE EXTENDED TO INCLUDE THE RECTORY (INTERIOR AND EXTERIOR) IN THE HISTORIC DESIGNATION ORDINANCE.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.   Staff recommendation:  approve motion as presented.

Item No. 6.  Recommendation on Historic Landmark designation for additional portion of White Oak Plantation.

MS. BOS PRESENTED A MOTION SECONDED BY MR. CHAMBERS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT EXTENDED BOUNDARIES OF DESIGNATED WHITE OAK PLANTATION BE PUT ON THE HLC’S STUDY LIST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.  Staff recommendation:  approve motion as presented.

Item No. 7.  Recommendation that the following properties be added to the Study List for prospective Historic Landmark designation.  Staff recommendation:  approve recommendations as presented.

Item No. 8.  Recommendation on Historic Landmark designation for the Charlotte Coliseum (Former) and Ovens Auditorium.  The Historic Landmarks Commission tabled this issue until such time as the Coliseum and Convention Center Authority responded to the prospect of historic landmark designation for the subject property.  The Authority has responded.  Click here to read the letter.  Staff recommendation:  suspend at present processing the subject property for historic landmark designation and seek to establish a formal relationship with the owner to assure that future changes are sensitive to the historic character of the buildings.

MR. HIRSCH PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE ATHERTON MILL MAIN BUILDING (PARKS CRAMER COMPANY COMPLEX), 2000 SOUTH BOULEVARD, CHARLOTTE, N. C., BE APPROVED AS PRESENTED WITH THE PROVISO THAT PHOTOGRAPHS, CONTACT SHEETS AND NEGATIVES BE PRESENTED TO THE HISTORIC LANDMARKS COMMISSION BEFORE THE ELEVATOR CONSTRUCTION BEGINS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.  Staff recommendation:  approve motion as presented.
Item No. 2.  Application for Certificate of Appropriateness No. 01-32 for demolishing the pipe storage building (Building "G") at the Parks Cramer Complex.  On March 13, 2000, the Commission approved the issuance of a Certificate of Appropriateness to demolish the pipe storage building but delayed its effective date until March 13, 2001.  The Certificate of Appropriateness was issued on that date, but the owner did not demolish the building during the six month period that began on that date.  The owner, therefore, has applied for a new Certificate of Appropriateness.

MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MR. BOOKOUT TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT WHEN THE OWNER OF BUILDING "G" AT THE PARKS CRAMER COMPANY COMPLEX, 2000 SOUTH BOULEVARD, CHARLOTTE, N. C., SUBMITS A DUPLICATE OF THE MARCH 2000 APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS FOR THE DEMOLITION OF BUILDING "G" THAT THE HISTORIC LANDMARKS COMMISSION ISSUE A CERTIFICATE OF APPROPRIATENESS FOR SAID DEMOLITION THAT WOULD ALLOW THE OWNER TO PROCEED WITH NO DELAY. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.   Staff recommendation:  approve motion as presented.

E.  Education Committee Matters

The Photograph below is of the marker that is located within Ericsson Stadium commemorating the establishment of Good Samaritan Hospital .  The proposed language for the Historic Marker that will be erected outside the stadium is as follows.

Good Samaritan Hospital (1891-1961)

Site of the first independent private hospital in North Carolina built exclusively for African Americans.  Established by St. Peter's Episcopal Church though the tireless efforts of parishioners led by Jane Renwick Smedberg Wilkes.

 
The Commission is asked to approve or amend the prospective language for the sign.  Staff has no recommendation regarding this matter.  The sign design will be identical to that used in the sign for the W. T. Alexander Slave Cemetery.  The right photograph shows the approximate location of the marker.
