PROJECTS COMMITTEE MEETING

AGENDA

1. Opening Comments: Mr. Kluttz

Mr. Kluttz welcomed everyone to the meeting.

 

2. Director’s Report: Dr. Morrill

Dr. Morrill reported that the County bought the South Boulevard Car Barn on December 30, 2003, for approximately $1.5 million. He said that he will keep everyone informed about the actions by the Bond Committee and whether or not a bond referendum will be held. He said that Mr. Sullivan will present the accomplishments of the HLC’s revolving fund to the Board of County Commissioners at its first meeting in February.

 

3. Review of Current Projects Status: Mr. Turner

a. Projects Status Report:

Mr. Turner distributed a summary of the Projects Status Report as follows:

Charlotte Cotton Mills, 508 W. 5th St.: Phase II construction is complete. Property is being marketed by Pappas Properties.

Oehler Farm, Huntersville-Concord Rd.: Stabilization design is on hold due to lack of renovation funds.

Rozzell House, 11647 Rozzelles Ferry Rd.: Construction contracts have been executed. Construction will begin this month.

McAuley House, Huntersville-Concord Rd.: Stabilization design is on hold due to lack of renovation funds.

W. T. Alexander Plantation, Mallard Creek Church Rd.: Exterior restoration is complete. Listing agreement is forthcoming.

Grier-Rea House, 6701 Providence Rd.: Foundation construction and repair of the lower level under floor system, foundation walls, and internal piers are complete. Exterior hazardous materials abatement has been completed. Interior lead paint bid is being negotiated.

Grier House, 4647 McKee Rd.: Renovations are progressing.

Trolley Car Barn, 1424 S. Blvd.: Mecklenburg County closed on the property on December 30, 2003.

Grand Theater, 333 Beatties Ford Rd.: Purchase completed May 30, 2003. The tenant has vacated. The building has been secured indefinitely as of August 29, 2003. Ms. Nystrom explained the sale contract agreement and asked that action be taken regarding the sale.

MR. NORMAN PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE HLC INCREASE THE CONTRACTUAL SALE AGREEMENT FOR THE GRAND THEATER, 333 BEATTIES FORD ROAD, CHARLOTTE, N. C., TO $272,500.00 WITH A $10,000.00 REBATE ALLOWANCE AT CLOSING. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Yandell House: The HLC has purchased this property in Pineville. Minor stabilization and repairs have been completed. Listing agreement has been received from MECA Properties for the resale. HLC is awaiting information from the Symphony Guild concerning the use of the house as their 2004 ASID Designer House. A decision will be made in January 2004.

Bethesda School: Due Diligence continues.

b. Listing Agreement for W. T. Alexander Property.

Ms. Nystrom said that Mr. Bob Lore of Meca Properties will attend the HLC’s monthly meeting January 12th and discuss the situation.

 

4. Financial Projects Status Review: Mr. Sullivan

Mr. Sullivan reported that he and Mr. Turner continue to work to achieve a completely accurate, easily readable financial report on the bond funds. A current report was presented and will be distributed at the HLC meeting on January 12th. Mr. Kluttz said that a visual presentation such as this would be good to show to the County Commissioners. Dr. Morrill said that a great objective this year is to sell as many properties as possible.

 

5. Review Prospective Projects: Dr. Morrill and Ms. Nystrom

a. Bethesda School, 13129 Alexanderana Rd.: Ms Nystrom explained that this is a very complex situation. The asking price for the property far exceeds the appraisal price. The lot next door is also being considered. Ms Nystrom will have more complete information available at the HLC’s January 12th meeting. Dr. Morrill said that he will contact the Bethesda School’s owner when asked to do so.

b. P & N Train Depot: Ms. Nystrom will further explore the ownership situation. It appears at this time that the building can be sold but not the ground underneath.

MR. NORMAN PRESENTED A MOTION SECONDED BY MR. MISENHEIMER THAT THE MEETING ADJOURN AT 6:55 P.M. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
