AGENDA
1. Opening Comments: Mr. Kluttz
Mr. Kluttz welcomed everyone to the meeting.
2. Director’s Report: Dr. Morrill
Dr. Morrill distributed information on two
historic houses that the Projects Committee might want to consider
purchasing in the future. One house is the Maxwell House, ca. 1870. The
two-story structure is located at 10500 Eastfield Road and sits on 1.5
acres amid about 100 acres of active farmland. The property will be
impacted by both 485 and the northern commuter rail line. The other
house, the James Samuel Abernathy House, 5631 Mt. Holly-Huntersville
Road, is for sale for $250,000 and is located on 3.24 acres. The log
core of the house was enlarged with a two story front gable wing during
the 1870s. Sawnwork details indicate the Folk Victorian style of the
update. Dr. Abernathy did not build the house, but lived here during his
years of service in the area during the late nineteenth and early
twentieth century. The house is not far from that of his competitor, Dr.
W. P. Craven. The two were known locally as "Dr. Pill and Dr. Powder."
The house is an important part of the rural character found along Mt.
Holly-Huntersville Road.
3. Review of Current Project Status: Mr. Turner
Mr. Turner distributed a current update on the
projects as follows:
a. Charlotte Cotton Mills, 508 W. 5th St.: Phase
III construction is complete. The property is being marketed by Pappas
Properties.
b. Oehler Farm, Huntersville-Concord Rd.:
Stabilization design is on hold due to lack of renovation funds.
c. Rozzell House, 11647 Rozzelles Ferry Rd.:
Construction contracts have been executed and construction has begun.
d. McAuley House, Huntersville-Concord Rd.:
Stabilization design is on hold due to lack of renovation funds.
e. W. T. Alexander Plantation, 216-218 W. Mallard
Creek Church Rd. : Exterior restoration is complete. The listing
agreement will be considered tonight.
f. Grier-Rea House, 6701 Providence Rd.:
Foundation construction and repair of the lower level under floor
system, foundation walls, and internal piers is complete. Exterior
hazardous materials abatement has been completed. Interior lead paint
bid information was presented at the January meeting and deferred until
June ‘04. Scope of services for completion of restoration is being
developed by Yelverton Architects and the HLC Project Manager. Mr.
Yelverton distributed information about the progress on the property and
answered questions. Renovation is 40% complete. The property should be
ready for marketing in June.
g. Grier House, 4647 McKee Rd.: Renovations are
progressing.
h. Trolley Car Barn, 1424 S. Blvd.: Purchase is
complete. CATS is developing renovation construction documents with
projected construction to begin in late summer 2004.
i. Grand Theater, 333 Beatties Ford Rd.: Vacant.
Building has been secured indefinitely as of August 2003.
j. Yandell House (Oakley House), 129 Main St.,
Pineville, N.C.: The Symphony Guild has advised that this property is
3rd on its list of properties being considered for the 2004 ASID
Designer House. There are minimal possibilities that the property will
be selected.
4. Presentation of Marketing Packages: Bob Lore,
Meca Properties
Mr. Lore presented marketing information about
the W. T. Alexander Plantation and the Yandell (Oakley) House for the
Committee to consider.
MR. NORMAN PRESENTED A MOTION SECONDED BY MS.
BOS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT MECA
PROPERTIES MARKET THE YANDELL (OAKLEY) HOUSE, 129 MAIN STREET,
PINEVILLE, N. C., FOR A PRICE OF $649,500.00 AND THE W. T. ALEXANDER
PLANTATION PROPERTY, 216-218 WEST MALLARD CREEK CHURCH ROAD, CHARLOTTE,
N. C., FOR $874,500.00. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
5. Review of Development Plan for Rozzell property
(11647 Rozzelles Ferry Rd.):
Dr. Morrill gave a power point presentation on
the property. Renovation will be completed in June. The Committee agreed
to consider a marketing plan for the property in March.
6. Financial Project Status Review: Mr. Sullivan
Mr. Sullivan distributed a current Financial
Project Status Review. Committee members reviewed the report and
made suggestions to Mr. Turner about ways to give more details and
clarification. Mr. Turner said that he is consulting with Mr. John
Spears of the County Finance Department about exact figures. County
Finance pays the bills for work on projects after Mr. Turner gives
approval for payment. The Committee agreed that it is very important for
the HLC to know exactly how much is available to spend. Mr. Kluttz
suggested that "Account Balance" would be better than "Cash on Hand."
Mr. Sullivan said that all monies have been accounted for except for
about $19,000.
7. Review of Prospective Projects: Dr. Morrill
a. Bethesda School, 13129 Alexanderana Rd.: Dr.
Morrill reported that HLC Attorney Patricia Nystrom and he and Bryan
Turner will meet soon with the owner.
b. P & N Train Depot: Dr. Morrill reported that
Ms. Nystrom continues to work with the owner, CSX, and a prospective
buyer.
8. Old Business.
Ms. Johnson-Gess asked about the status of
Lupie’s on Monroe Rd. Dr. Morrill replied that the owner of the property
will submit a letter to the HLC asking that historic designation be
delayed. The owner plans to speak at the next meeting of the Survey
Committee.
9. New Business.
No new business was presented.
