NEILL HOUSE (Newell)
- 1412 West Rocky River Road, Newell Community in Mecklenburg County
Dr. Morrill told the background on the property. Representatives from the
Newell Association were present in support of the HLC’s purchasing and
preserving the house. Ms. Cox reported that the Survey Committee reviewed
the history and architectural significance of the property at its meeting on
April 25, 2002, and would present a motion at the HLC’s meeting on May 13,
2002, that the house be processed for historic landmark designation. The
house cannot be purchased by the HLC unless it has historic landmark
designation. The asking price for the house and 2.77 acres of land is
$250,000. Dr. Morrill said that he anticipates that the earliest closing
date possible would be August 2002.
MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MS. GRAY TO RECOMMEND TO
THE HISTORIC LANDMARKS COMMISSION: 1) THAT IT PURSUE PURCHASE OF THE NEILL
HOUSE, 1412 WEST ROCKY RIVER ROAD, IN THE NEWELL COMMUNITY OF MECKLENBURG
COUNTY, 2) THAT THE MECKLENBURG COUNTY REAL ESTATE SERVICES DEPARTMENT
NEGOTIATE A CONTINGENCY CONTRACT FOR PURCHASE OF THE PROPERTY BY THE
COMMISSION, INCLUDING THE ESTABLISHMENT OF THE PURCHASE PRICE, AND SUBMIT
THE CONTRACT TO THE EXECUTIVE COMMITTEE OF THE HLC FOR CONSIDERATION, AND 3)
THAT BRYAN TURNER INITIATE THE PROCESS FOR DETERMINING THE STABILIZATION
NEEDS FOR THE PROPERTY AND THE COSTS ASSOCIATED THEREWITH. THE COMMITTEE
UNANIMOUSLY APPROVED THE MOTION.
DAVIDSON SCHOOLHOUSE AT RURAL HILL
- Neck Road, Huntersville, N. C.
The HLC has $45,000 from the Knight Foundation to build a bathroom
facility/covered education area which is necessary before school children
are allowed to visit the restored Davidson Schoolhouse. The HLC has engaged
the services of Allen Brooks to serve as architect for the new bathroom
building. Mr. Brooks showed photographs of the property and a proposed
design plan. He distributed copies of a development plan with proposed
costs. The report showed categories for probable costs based on an open-air
shelter with screening, railing and storage covered by the existing
collapsed Rural Hill school building. Columns will support the attic-roof
structure. A modular toilet facility will be installed beneath on a concrete
slab. Furnishings such as bench seating and instructional boards are not
included as well as fencing or gate control to secure the property. Items
included are 1) site clearing and preparation 2) stabilization of building
for moving with beam installation 3) moving for the structure 4)
installation of electrical, septic and well 5) foundation of perimeter and
column installation 6) rough-ins for plumbing and electrical 7) refurbishing
and up-fit of building with screens and railing 8) modular toilet facility
9) site grading for parking and walks with pit gravel topping and 10)
signage & 11) landscaping. The new structure will be ADA compliant.
MR. HIRSCH PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO
THE HISTORIC LANDMARKS COMMISSION THAT UP TO $55,000 BE APPROPRIATED FROM
THE HLC’S HISTORIC PRESERVATION FUND TO SUPPORT THE COMPLETION OF THE
PROPOSED RESTROOM FACILITY/COVERED EDUCATION AREA FOR THE DAVIDSON
SCHOOLHOUSE AT RURAL HILL. THE COMMITTEE APPROVED THE MOTION WITH THE
FOLLOWING VOTE: FAVOR: BRADSHER, COX, GRAY, PARKER, MISENHEIMER, RICHARDSON,
THOMAS, BEACHAM OPPOSE: BOS, KLUTTZ, MORETZ.
PALMER FIRE SCHOOL
- 2601 East 7th Street, Charlotte, N. C.
The County has agreed to donate the property to the HLC for preservation.
The structures and 2.6 acres have been appraised at $492,000. Dr. Morrill
said that County Attorney, Marvin Bethune, does not want to transfer title
to the HLC until a buyer is known. The HLC has $7,000 invested in the
property to date. The FWA group has offered to purchase the property from
the HLC for $15,000 and restore the structures for approximately $1.4
million.
MR. MORETZ PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO
THE HISTORIC LANDMARKS COMMISSION THAT THE FWA GROUP’S OFFER TO PURCHASE THE
PALMER FIRE SCHOOL BE REJECTED. THE COMMITTEE UNANIMOUSLY APPROVED THE
MOTION.
GUIDELINES FOR REVOLVING FUND PROJECTS AND GUIDING PRINCIPLES
Mr. Parker reported that a sub-committee composed of himself, Mr.
Bradsher, Mr. Parker, Dr. Morrill (Ms. Bos could not be present), met April
30, 2002, to draft Guidelines for the Revolving Fund Projects and Guiding
Principles. The draft was distributed for the Committee’s consideration and
discussion. Note: Mr. Thomas left at this point - 7:10 p.m. Mr.
Bradsher left at 7:15 p.m.
Mr. Kluttz and Ms. Cox will constitute a subcommittee to finalize a draft
of restoration guidelines for presentation
to the HLC. Ms. Richardson will chair a subcommittee
composed of Ms. Beacham, Ms. Gray and Mr. Turner that will propose due
diligence guidelines related to the acquisition of historic properties and
post-acquisition analysis of what to do with them.
TROLLEY CARBARN UPDATE
- Corner S. Blvd. and Bland St., Charlotte, N. C. (1424 S. Blvd.)
Dr. Morrill said that he is happy to report that Ron Tober of CATS has
stated his willingness to support CATS’s assuming responsibility for
operating the trolleys and repaying the HLC for purchase of the carbarn. The
HLC owns Streetcar #85.
W. T. ALEXANDER PLANTATION
- 216 West Mallard Creek Church Road, Charlotte, N. C.
Mr. Turner reported that bids for exterior restoration are to be received
tomorrow. He said that the buffer installation has been completed.
CHARLOTTE COTTON MILLS
- Corner of Graham & 5th Street, Charlotte, N. C. (508 W. 5th St.)
Mr. Turner invited everyone to visit the property to see the good work
that is being done. Phase II major interior and exterior stabilization
continues. A buyer is interested in Building "B" which is owned by the HLC.
OEHLER FARM
- Huntersville-Concord Road
Dr. Morrill said that he and Mr. Turner recently took a prospective buyer
out to see the property. Mr. Turner reported that the stabilization design
continues.
McAULEY HOUSE
- Currently at 10900 Alexanderana Rd. & to be moved to Oehler Farm site
on the Huntersville Concord Road.
Mr. Turner reported that final stabilization design continues for
preparation for moving the house to the Oehler site in late May.
ROZZELL HOUSE
- 11647 Rozzelle’s Ferry Road
The architect continues to refine the preservation plan. A site visit
with the NC Historic Preservation office has been accomplished. The
architect is corresponding with SHPO concerning restoration plans and
additions to the existing structure. Stabilization of the outbuildings
continues.
GRIER-REA HOUSE
- Currently located on the corner of Colony Rd. & Rea Rd. To be moved
across Rea Rd.
Mr. Turner reported that negotiations with the Rea family have been
successful for a new site for the relocation of the house. Rezoning is
continuing with completion anticipated July 15, 2002. A community meeting
will be held tomorrow evening. Some of neighbors are apprehensive about the
forthcoming plans. Dr. Morrill and Mr. Turner will be present on behalf of
the HLC.
GRIER HOUSE
- Corner of Providence Rd. & McKee Road, Charlotte, N. C.(4647 McKee Rd.)
A new site plan is being developed. The restored historic Grier house
will be located on a two-acre parcel, which has been flagged, within the 190
unit condominium/townhouse development which is proposed to begin by
December 2002.
No motions were presented under old or new business. The meeting
adjourned at 7:40 p.m.
