AGENDA
1. Chairman’s Comments:
Mr. Kluttz
Mr. Kluttz welcomed
everyone to the meeting.
2. Director’s Report: Dr.
Morrill
Dr. Morrill reported that
he recently met with Mr. Peter Pappas of Pappas Properties regarding
the Charlotte Cotton Mills. He said that Mr. Pappas plans to host a
couple of breakfasts in the near future to solicit buyers for the
property.
3. Review of Status of Current
Projects: Mr. Turner
Mr. Turner distributed the
current Projects Status Report as follows and asked the
Committee for input:
- Charlotte Cotton Mills, 508
W. 5th Street: Phase III construction is complete. The property is
being marketed by Pappas Properties. The minor floor alteration
proposal was approved by the HLC at the April 12, 2004, monthly
meeting.
- Oehler Farm, 14401
Huntersville-Concord Rd., Huntersville, N.C.: Stabilization
construction is on hold due to lack of renovation funds.
- Rozzel House, 11647
Rozzelles Ferry Rd.: Construction has begun with completion
scheduled for August 2004.
- McAuley House (moved to
Oehler House property): Stabilization construction is on hold due to
lack of renovation funds.
- W. T. Alexander Plantation:
Exterior restoration is complete. Property is being marketed by MECA
Properties. Easement purchase has been completed and recorded. Dr.
Morrill and Mr. Kluttz will become more involved in marketing
strategies.
- Sidney & Ethel Grier-Rea
House, 4647 McKee Rd: Scope of services for completion of exterior
stabilization/restoration has been finalized. Design fees are being
negotiated. First Charlotte Properties has visited the site and has
made a few recommendations to improve "show ability," but has yet to
provide a recommendation concerning additional expenditures.
Note: Mr. Kluttz asked Mr.
Turner at the meeting to provide complete photographs of and cost
estimates for the Grier-Rea House at the May HLC meeting in
order that the HLC can consider the most cost effective way to
market the house.
- Grier House, 4647 McKee Rd:
Stabilization/Renovations have been completed. Final walk through to
be completed during the week of May 10th. First Charlotte Properties
will provide a listing agreement to Ms. Nystrom for execution.
- Trolley Car Barn, corner of
S. Blvd. & Bland St.: Purchase has been completed. Renovation is
underway.
- Grand Theater, 333 Beatties
Ford Rd.: The exam period has passed and NWCCDC is very excited
about closing on the project. Terrell Blackmon is hopeful to receive
federal funding, but closing is not conditional on this funding.
Therefore, closing should occur before the end of April, unless
there is a prudent reason to delay (i.e. increases chance of getting
funding.)
- Yandell (Oakley) House, 129
Main Street, Pineville, N. C.: The property is being marketed by
MECA Properties. A tentative draft of a proposal to purchase the
property was distributed and considered, but the Committee agreed
not to pursue the offer.
- Bethesda School, 13129
Alexanderana Rd.: Confirmation has been received that the pipeline
company will not allow any paving over its easement area. There is
no sewer service. Ms. Nystrom reported that the property was
recently designated as a local historic landmark and that the owner
is very supportive of the survival of the school and in cooperating
with the HLC in its efforts.
MR. NORMAN PRESENTED A MOTION
SECONDED BY MR. SULLIVAN TO RECOMMEND TO THE HISTORIC LANDMARKS
COMMISSION THAT THE HLC ENTER INTO A RIGHT OF FIRST REFUSAL TO
PURCHASE CONTRACT WITH THE OWNER OF THE BETHESDA SCHOOL, 13129
ALEXANDERANA ROAD, HUNTERSVILLE, N. C., AND THAT THE HLC NOT TAKE
FURTHER ACTION IN REGARDS TO PURCHASING THE PROPERTY FOR NOW. THE
COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
- P & N Depot, Old Mt. Holly
Rd.: Ms. Nystrom continues dialogue with CSX, the owner, about the
property. The doors are open and the building is being damaged by
the weather. Since the property is not designated historic, bond
funds cannot be spent on it.
MR. NORMAN PRESENTED A MOTION
SECONDED BY MS. BOS TO RECOMMEND TO THE HISTORIC LANDMARKS
COMMISSION THAT THE HLC ALLOCATE UP TO $2,000 TO SECURE AND PROTECT
THE P & N DEPOT ON THE OLD MOUNT HOLLY ROAD, CHARLOTTE, N.C. THE
COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
4. Financial Status Report:
Mr. Sullivan
The current Financial
Report was distributed. Mr. Sullivan said to note that available
funds are less than last month.
5. Update on Marketing
Packages
Discussed above.
6. Review Prospective
Projects: Ms. Nystrom
Discussed above.
7. Old Business
There was no old business
to discuss further.
8. New Business
No new business was
considered. The meeting adjourned at 7:05 p.m.
