#1. Chairman’s Report:
Len Norman
Mr. Norman welcomed
everyone to the meeting and reported that because no quorum is present that
the actions of the Committee will have to be presented to the Commission as
recommendations.
#2. Director’s Report:
Dan Morrill
Dr. Morrill
reported that two UNCC interns are currently involved in activities
associated with activities of the Commission. Jennifer Payne has been
working with the Town of Davidson to identify prospective historic landmarks
and processing a National Register of Historic Places historic district
nomination. Jason Nichols is identifying artifacts in the N. S. Alexander
House.
Dr. Morrill
reported that another intern, Mary Dominick, will be working this summer to
identify prominent roadside architecture in Charlotte-Mecklenburg.
#3. Study List
Applications
A. Vance High
School Cemetery, 7600 IBM Road, Charlotte, N.C.
Stewart Gray
explained the background of the property and reported that CMS, the owner,
would like for the Commission to develop a Survey and Research Report on the
property. It was most likely an African American Cemetery. Staff is
recommending that the Survey Committee recommend to the HLC that the
Commission propose to split the cost of a Survey and Research Report.
THE SURVEY COMMITTEE
AGREED TO RECOMMEND TO THE HLC THAT THE VANCE HIGH SCHOOL CEMETERY BE PLACED
ON THE HLC’S STUDY LIST AND THAT THE HLC PAY ONE-HALF THE COST OF A SURVEY
AND RESEARCH REPORT.
B. Phillips House and
Barn, 131 West Charles St., Matthews, N.C.
Dr. Morrill
explained the circumstances surrounding the house and stated that the owners
favor historic landmark designation. The owners have asked the Commission
to prepare a Survey and Research Report.
THE SURVEY COMMITTEE
AGREED TO RECOMMEND TO THE HLC THAT THE PHILLIPS HOUSE AND BARN, MATTHEWS,
N. C., BE PLACED ON THE HLC’S STUDY LIST AND THAT HLC PAY FOR THE COST OF A
SURVEY AND RESEARCH REPORT.
#4. Consideration of
Survey and Research Reports: Jennifer Payne
A. Davidson, N. C.
Properties.
Ms. Payne gave an
overview of the development of the built environment of Davidson and
explained how different types of structures reflect the history of the
Town. The Commission reached a consensus to recommend that each of the
properties listed below be processed for historic landmarks designation.
The Committee also agreed that this recommendation would be presented to the
HLC at its June meeting, so that the owners could receive written
notification of the impending vote.

2. Hood-Lore House,
829 Concord Rd., Davidson, N.C.

Holt-Henderson-Copeland House, 305 North Main St., Davidson, N.C.
B. Pineville, N.C.
Properties
1. Yandell Building –
325- 329 South Main St., Pineville, N.C.
Staff reported that
the Survey and Research Report on the building at 329 South Main Street,
Pineville, N.C. has been completed, and staff believes that the structure
has the requisite special significance to qualify for historic landmark
designation. This matter was presented as an informational item to the
Survey Committee. The HLC will consider this matter at its May meeting.
C. Matthews, N. C.
Property
1. Clark House,
232 Matthews Station St., Matthews, N.C.
Mr. Gray presented
information on the Clark House, 232 Matthews Station Street. Mr. Gray
explained that the Survey and Research Report was complete but had not yet
been placed on the website.
The Committee agreed to
consider the house at the May HLC meeting, so that the Survey and Research
Report will have been placed on the website.
#5-. Center City
Charlotte Properties
a. Woodlawn
Ave. Apartments, 210 South Irwin Ave., Charlotte, N.C.
Mr. Hardy,the owner
of the Woodlawn Ave. Apartments, was present and expressed his support for
historic landmark designation. Staff noted that the building had been
judged eligible for designation as part of the Center City Charlotte Survey.
THE SURVEY AGREED TO
RECOMMEND TO THE HLC THAT $700 BE PAID FOR THE PREPARATION OF A SURVEY AND
RESEARCH REPORT FOR THE WOODLAWN AVENUE APARTMENT BUILDING.
#6. Old Business.
There was no old
business.
#7. New Business.
Mr. Benson
expressed an interest in the Commission’s pursuing designation of examples
of Modernist architecture in Charlotte-Mecklenburg. Dr. Morrill stated that
the initial step would be update the post-World War Two Survey. It was
agreed that this would be matter for next year’s Survey Committee to
consider.
