AGENDA

1.  Welcome Len Norman, Committee Chairman

Mr. Norman welcomed everyone to the meeting and noted that the agenda is extensive.

MR. NORMAN PRESENTED A MOTION SECONDED BY DR. MATTSON THAT MR. SULLIVAN BE A VOTING COMMITTEE MEMBER AT THIS SURVEY COMMITTEE MEETING.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.   

2.  Director’s Report:  Dan Morrill

Dr. Morrill reported that Staff did meet with owners of properties in the commercial core of Pineville in early January to explain the consequences of historic landmark designation.

Dr. Morrill reported that a UNCC Intern will be working with the Town of Davidson this semester to assist with processing properties for historic landmark designation and preparing a nomination form for an expanded National Register Historic District.

Dr. Morrill reported that Ms. Hope Murphy will be working with Grubb Properties this semester to develop an interpretive program for the St. Lloyd Presbyterian Church Cemetery on Colony Road.

Dr. Morrill reported that Staff continues to participate in the Highway 73 Technical Advisory Committee.

Dr. Morrill reported that Staff will visit the E. C. Griffith House on February 1st.

The Committee agreed to consider Survey and Research Reports on the Morningside Apartments and the Kingston Ave. Duplex at this point in the meeting.

 Morningside Apartments. 

Mr. Pressley said that the owner of the Morningside Apartments learned this week, that the Morningside Apartments Complex, without his permission, is being considered for processing for historic designation. Mr. Pressley said that he read on the Landmarks Commission’s website that properties are not processed for historic designation without owner consent.  Dr. Morrill explained that the website correctly states the current policy in the main area of the website but incorrectly states the policy of the Commission regarding owner consent in a remote area that should have been deleted.  The incorrect information, which was correct at one time, was placed on the site by a webmaster many years ago when the website was started, and a search engine picked up the incorrect, instead of the correct, information.  Dr. Morrill said that the incorrect information will be eliminated.  Mr. Pressley stated that his client intends to purchase the property and demolish all the buildings for a new development.  Mr. Pressley stated that his client would be willing to hire a professional photographer to photograph the property and will place the photographs with the Commission.

Mr. Nichols, representing the owner, stated that the neighborhood was very much in favor of the new development.  

Mr. Payne, one of the owners, stated that he only received his letter yesterday, and that he is opposed to the prospect of historic landmark designation.

Dr. Mattson stated that although the Morningside Apartments Complex does qualify for historic landmark designation, there are other examples of this type of development and deference should be shown to the feelings of the owner.  Mr. Norman agreed with Dr. Mattson and underscored the need for photographing the property.  Mr. Sullivan agreed with the sentiments already expressed.

SULLIVAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE MORNINGSIDE APARTMENTS NOT BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION BUT THAT THE PROSPECTIVE BUYER SUPPLY DOCUMENTARY PHOTOGRAPHS AND NEGATIVES TO THE COMMISSION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

 Kingston Ave. Duplex (City House)500 Kingston Avenue, Charlotte, N.C.

Staff presented a brief historical overview of the property.  Mr. Ryan Sumner reviewed the history of the house.

DUPLEX CITY HOUSE (INTERIOR AND EXTERIOR OF THE HOUSE AND THE ENTIRE TAX PARCEL), 500 E. KINGSTON AVE., CHARLOTTE, N. C., BE PROCESSED FOR HISTORIC DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE VIRGINIA PAPER COMPANY ( INTERIOR AND EXTERIOR OF THE BUILDING AND THE LAND ASSOCIATED WITH THE TAX PARCEL), 416 WEST THIRD STREET, CHARLOTTE, N. C.,  BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION BUT THAT THE PROCESSING OF THE PROPERTY BE POSTPONED UNTIL SUCH TIME AS SUBSTANTIVE DISCUSSIONS OCCUR BETWEEN THE CITY AND THE HISTORIC LANDMARKS COMMISSION STAFF. SULLIVAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE McAULEY ROAD RURAL LANDSCAPE ( 100-FOOT SWATH ALONG THE EASTERN BOUNDARY OF TAX PARCEL NUMBERS 01113108, 01113105, THE ENTIRE LAND IN TAX PARCEL 01128105, AND THE LAND AND THE INTERIORS AND EXTERIORS OF ALL BUILDINGS ON TAX PARCEL 01128108), ALONG McAULEY ROAD, BE PROCESSED FOR HISTORIC DESIGNATION. Dr. Morrill reported that Grubb Properties has hired Ms. Hope Murphy to do further research on the Saint Lloyd Cemetery.
