Item #2: Director’s Report: Dr. Dan Morrill

Dr. Morrill reported that $15,000 remains in the HLC’s current FY’07 budget to pay for Survey and Research Reports. He said that because the N. C. Division of Archives and History is requiring more detailed reports, including architectural descriptions, and because the fee for Survey and Research Reports ($1,500) was set more than a decade ago, Staff is requesting that the standard fee for Survey and Research Reports be increased to $2500.

MR. NORMAN PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT $2,500 BE ALLOCATED FOR STANDARD SURVEY AND RESEARCH REPORTS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Item #3 - Study List Applications

A. First National Bank Building (1927), 112 South Tryon Street

Dr. Morrill said that the owner of the property is paying for a Survey and Research Report.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE FIRST NATIONAL BANK BUILDING BE PLACED ON THE HLC’S STUDY LIST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Item #4 - Consideration of Survey and Research Reports:

A. The Committee considered the Survey and Research Report on the Pure Oil Stations.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE CENTRAL AVENUE PURE OIL STATION, 1501 CENTRAL AVENUE, CHARLOTTE, N. C., AND THE MONROE ROAD PURE OIL STATION, 4743 MONROE ROAD, CHARLOTTE, N. C. (EXTERIORS AND TAX PARCELS FOR BOTH STATIONS) BE PROCESSED FOR HISTORIC DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

B. The Committee considered the Survey and Research Report on the Myrtle Square Apartments. Owners present expressed support for processing the property, which is now condominiums, not rental apartments, for historic designation. Dr. Morrill said that the property is in the local historic district. Dr. Morrill said that the Survey Committee motions will go to the HLC on February 12, 2007 for final consideration.

MR. WEIS PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE MYRTLE SQUARE APARTMENTS, 1121 MYRTLE AVENUE, CHARLOTTE, N.C., (EXTERIOR OF BUILDINGS AND TAX PARCEL ASSOCIATED WITH THE STRUCTURES) BE PROCESSED FOR HISTORIC DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

C. The Committee considered the Survey and Research Report for the Davidson Colored/Ada Jenkins School, 212 Gamble Street, Davidson, N. C.

Mr. Gray said that the owner supports historic designation for the property. The Committee reviewed the Survey and Survey Report.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE DAVIDSON COLORED/ADA JENKINS SCHOOL, 212 GAMBLE STREET, DAVIDSON, N. C., (INTERIOR, EXTERIOR AND AN AMOUNT OF LAND TO PROTECT ITS HISTORIC SETTING) BE PROCESSED FOR HISTORIC DESIGNATION.

D. Woodlawn Avenue Duplex

It was noted at the meeting that the owner of the property is in favor of historic designation.

MR. NORMAN PRESENTED A MOTION SECONDED BY MR. WEIS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE WOODLAWN AVENUE DUPLEX, 210 SOUTH IRWIN AVENUE, CHARLOTTE, N. C. (EXTERIOR AND TAX PARCEL) BE PROCESSED FOR HISTORIC DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Item #5 - Consideration of potential historic landmarks

Dr. Morrill reported that HLC Staff has received a request from the Friends of Fourth Ward that the HLC consider processing the following four properties (A to D below) for historic landmark designation. All have been identified in Surveys conducted by the HLC to have special historic significance.

A. Fire Station #4, 420 West Fifth Street

The station is currently used as a fire house museum. It is owned by Bank of America.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. WEIS TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT FIRE STATION #4, 420 WEST FIFTH STREET, CHARLOTTE, N. C., BE PLACED ON THE HLC’S STUDY LIST. THE COMMITTEE APPROVED THE MOTION WITH MR. NORMAN ABSTAINING IN THE VOTE.

B. Carolina Tire & Rim, 312 N. Graham St.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT CAROLINA TIRE & RIM, 312 NORTH GRAHAM STREET, CHARLOTTE, N. C., BE PLACED ON THE HLC’S STUDY LIST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

C. Western Newspaper Union Building, 217 N. Graham St.

Mr. Jaffa said that the property has been owned by his family since 1943. He

said that they oppose historic designation.

MR. NORMAN PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE WESTERN NEWSPAPER UNION BUILDING, 217 NORTH GRAHAM STREET, CHARLOTTE, NC., BE PLACED ON THE HLC’S STUDY LIST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

D. House at 220 W. 10th Street

MR. WEIS PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT 220 WEST TENTH STREET, CHARLOTTE, NC. , BE PLACED ON THE HLC’S STUDY LIST AND THAT A SURVEY AND RESEARCH REPORT BE PREPARED WITH HLC FUNDS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

E. Garinger High School, 1000 Eastway Drive, Charlotte, N. C.

Dr. Morrill reported that Garinger High School, designed by Odell, opened in 1959. He said that the school desires historic designation.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT GARINGER HIGH SCHOOL, 1000 EASTWAY DRIVE, CHARLOTTE, N. C., BE PLACED ON THE HLC’S STUDY LIST AND THAT A SURVEY AND RESEARCH REPORT BE PREPARED WITH HLC FUNDS. THE COMMISSION UNANIMOUSLY APPROVED THE MOTION.

F. L’il Diner, 3658 Beatties Ford Road, Charlotte, N. C.

Daniel Zilka, a consultant for the American Diner Museum, notes that the L’il Diner on Beatties Ford Road is the only extant example of a "ready made" or prefabricated restaurant made by the Colonial Fixture Manufacturing Company of Charlotte. The building has been declared eligible for listing in the National Register of Historic Places. The building is currently rented, and there is reason to believe it might be endangered.

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. NORMAN TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE L’IL DINER, 3658 BEATTIES FORD ROAD, CHARLOTTE, N. C., BE PLACED ON THE STUDY LIST AND THAT A SURVEY AND RESEARCH REPORT BE PREPARED AT HLC EXPENSE FOR THE PROPERTY IF THE OWNER CONSENTS TO PROCESSING THE PROPERTY FOR HISTORIC DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Item #7 - New Business

The Committee directed Dr. Morrill to consider how the HLC can be proactive in identifying important modernist architecture in Mecklenburg County.
