SURVEY COMMITTEE MEETING MINUTES
November 17, 2003

Mr. Norman welcomed everyone to the
meeting. He reported that since the Survey Committee’s last meeting on
September 29, 2003, that the HLC voted in October to process the William
Little House, 2301 Red Fox Trail, for historic designation to delay the
processing for six months, to process First United Presbyterian Church,
400 N. College St. for historic designation, to process the Lassiter
House, 726 Hempstead Place, for historic designation, to process the
Arthur Samuel Grier House, 421 Montrose St., for historic designation,
to process Martin’s Grocery (Lupi’s), 2718 Monroe Road, for historic
designation despite owner opposition, to process the Younts House, 136
Main St., Pineville, NC, for historic designation, to place the historic
mural of Mecklenburg County painted by Kenneth Whitsett on the HLC’s
Study List, to place the Davidson Cotton Mill on the HLC’s Study List,
and to hire Laura and Emily Ramsey to prepare the Survey and Research
Report on the Standard Oil Company Building and the Southern Spindles
and Flyer Building on W. 8th St. He reported that historic designation
for the Chairman Blake House occurred at the Davidson Public hearing on
October 14, 2003, and that a Public hearing was held at the Huntersville
Town Hall on November 3 for the de-designation of a portion of the
property at Cedar Grove Plantation and for the designation of the Washam
Farm.
Stewart Gray gave an update on the
preparation of the Survey and Research Report on the Bathesda School,
which will be presented to the HLC at its December 8th meeting. He
distributed a sample letter that will be sent to the owners of
properties on the Study List. The only recommendation was that the
letter contain less academic verbage.
Dr. Morrill reported that Johnson
and Wales does not plan to incorporate the old Union Bus Terminal on
West Trade Street into its complex. He said that the Historic District
Commission has put a one year hold on demolition. Dr. Morrill said that
the owner has been notified that the HLC voted November 10, 2003, to
place the property on its Study List and to move forward with the
designation process.
Dr. Morrill reported that he
received a recent call from City Engineering about a rezoning petition
for 24 acres located on the Northwest intersection of Sharon Road and
Colony Road. Mr. Gray visited the site this afternoon and identified a
minimum of 20 gravesites.
MR. MISENHEIMER PRESENTED A MOTION
SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS
COMMISSION THAT THE CEMETERY AT THE NORTHWEST INTERSECTION OF
SHARON ROAD AND COLONY ROAD BE PLACED ON THE HLC’S STUDY LIST, THAT A
SURVEY AND RESEARCH REPORT BE PREPARED FOR PRESENTATION AT THE HLC’S
JANUARY, 2004 MEETING, AND THAT THE HLC MAKE AN OFFICIAL STATEMENT ABOUT
THE ZONING PROCESS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
Dr. Morrill distributed a list of
potentially endangered properties having historic significance for
consideration for Survey and Research reports with the $18000 available
for the reports. Since the HLC voted to fund an S & R report for the old
Union Bus Terminal on West Trade Street, funds are available for eleven
(11) Survey and Research Reports. The following properties were
presented for consideration: 1) Espy Alexander House, 300 Dellwood Rd.,
Huntersville 2) Ewart House, Huntersville-Concord Rd. 3) Fincher Farm,
McKee Rd. at Weddington Rd. 4) Hinson Store, Arlington Church Rd., Mint
Hill 5) Dr. Richard Z. Query House, Steele Creek Rd. 6) Hearn House,
Johnny Cake Lane 7) Victor Shaw House, 2400 Mecklenburg Ave. 8) Lawing
House, Neck Road 9) William Gluyas Parks House, Neck Road 10) Connell
House, Neck Road 11) Maxwell House, Eastfield Road - near the Bathesda
School which the HLC has voted to purchase.
Dr. Morrill said that the Survey
and Research report for the Bathesda School will be paid out of the bond
fund. A report will be presented at the HLC’s December meeting.
MR. PARKER PRESENTED A MOTION
SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS
COMMISSION THAT A SURVEY AND RESEARCH REPORT BE PREPARED FOR THE VICTOR
SHAW HOUSE, 2400 MECKLENBURG AVENUE, CHARLOTTE, N. C. THE COMMITTEE
UNANIMOUSLY APPROVED THE MOTION.
MS. SMITH PRESENTED A MOTION
SECONDED BY MS. COX TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION
THAT OWNERS OF THE LIST OF PROPERTIES RECOMMENDED BY STAFF BE CONTACTED
IN ORDER TO SOLICIT THEIR OPINIONS ABOUT THEIR PROPERTY BEING CONSIDERED
AND THAT THE RESPONSES RECEIVED BE PRESENTED TO THE SURVEY COMMITTEE FOR
EVALUATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
The meeting adjourned at 7:10 p.m.
Mr. Norman said that the next meeting will be held early in 2004 on a
date that will be determined later.
