Mr. Norman welcomed everyone to the meeting. He reported on HLC actions since the last meeting, January 20, 2004, involving the Survey Committee. He reported that the HLC voted February 9, 2004, to fund Survey and Research Reports for the Ewart House on the Huntersville-Concord Road, the Parks house on Neck Rd., the Hinson Store, Arlington Church Rd., and the Maxwell House, 10500 Eastfield Rd. The HLC asked that Dr. Morrill prepare a brief write-up on the Query House on Steele Creek Rd. HLC Minutes and Survey Committee Minutes can be found on the HLC’s website - www.cmhpf.org. Dr. Morrill and Mr. Gray reported on the Uptown Survey, the Preservation Strategy for Pineville, responses of notices to owners of properties being considered for historic designation, historic properties owned by the Charlotte-Mecklenburg School System and the Design Charette for the site containing the Charlotte Union Bus Terminal. The owner of Martin’s Grocery (Lupie’s), 2718 Monroe Road, Charlotte, N. C., will speak at a later meeting to request that the property not be processed for historic designation. Ms. Murphy presented an update on the Lloyd Presbyterian Church Cemetery.

MOTIONS

1. MS. SMITH PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE HLC TABLE PROCESSING THE STANDARD OIL COMPANY OF NEW JERSEY COMPLEX, 907 W. 1ST STREET, CHARLOTTE, N. C. AND THE SOUTHERN SPINDLE & FLYER COMPANY BUILDING, 801 W. 1ST STREET, CHARLOTTE, N. C., UNTIL THERE IS EVIDENCE OF ENDANGERMENT. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

2. MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MS. SMITH TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE BUILDERS’ BUILDING, 312 WEST TRADE STREET, CHARLOTTE, N. C., BE PLACED ON THE HLC’S STUDY LIST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

3. MR. PARKER PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE WALLACE HOUSE, 6100 MONROE ROAD, CHARLOTTE, N. C., BE PLACED ON THE HLC’S INVENTORY LIST. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

4. MS. SMITH PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT A SURVEY AND RESEARCH REPORT FOR TORRENCE -LYTLE HIGH SCHOOL, 302 HOLBROOK ROAD, HUNTERSVILLE, N. C., BE PAID FOR BY THE HLC IF THE PROPERTY OWNER IS IN AGREEMENT. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

Note: Ms. Caldwell, a retired staff member from the school, was present in support of processing the property for historic designation. The Charlotte-Mecklenburg School System owns the property.

5. MS. SMITH PRESENTED A MOTION SECONDED BY MR. MISENHEIMER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE FOLLOWING THREE SCHOOLS BE PROCESSED FOR HISTORIC DESIGNATION: EASTOVER ELEMENTARY SCHOOL, 500 CHEROKEE ROAD, CHARLOTTE, N. C., PIEDMONT MIDDLE SCHOOL, 10TH STREET, CHARLOTTE, N. C., AND DAVIDSON COLORED (ADA JENKINS) SCHOOL, 212 GAMBLE STREET, DAVIDSON, N. C. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

The meeting adjourned at 6:50 p.m. The next meeting will be held Thursday, April 8, 2004, at 8:00 a.m. at the HLC office.
