Dr. Morrill said that this committee is very fundamental to
the work that the HLC does.
3. Request for Funding Survey and Research Reports.

The owner, Ms. Thomasina Massey, was present in support of
historic designation for the property.
DR. WEIS PRESENTED A MOTION SECONDED BY MR. CAMPBELL TO
RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE DR. GREENE HOUSE,
2001 OAKLAWN AVE., CHARLOTTE, N. C., BE PLACED ON THE HLC’S STUDY LIST OF
PROSPECTIVE HISTORIC LANDMARKS AND THAT THE HLC FUND A SURVEY AND RESEARCH
REPORT ON THE PROPERTY. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

MR. CAMPBELL PRESENTED A MOTION SECONDED BY DR. MATTSON TO
RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE SECOND WARD HIGH
SCHOOL GYMNASIUM, 800 E. STONEWALL STREET, CHARLOTTE, N. C., (INTERIOR,
EXTERIOR AND A PARCEL OF LAND SUFFICIENT TO PROTECT THE AMBIENCE OF THE
BUILDING) BE PROCESSED FOR LOCAL HISTORIC LANDMARK DESIGNATION. THE
COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
b. Big Rock Rock Shelter, 6500 Elmstone Dr.,
Charlotte, N. C.
The Committee reviewed the Survey and Research Report which
can be found on the HLC’s website -- cmhpf.org.
Mr. Ed Ferris was present as a representative from the
Thornhill Neighborhood Association, which surrounds the big Rock Rock
Shelter, in support of historic designation. Park and Recreation is going to
develop the site, approximately 14 acres, as a park.

RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE BIG ROCK ROCK
SHELTER, 6500 ELMSTONE DRIVE, CHARLOTTE, N. C., (INCLUDING ALL LAND AT THE
SITE OWNED BY MECKLENBURG COUNTY) BE PROCESSED FOR LOCAL HISTORIC LANDMARK
DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
c. The Bishop John C. Kilgo House, 2100 The Plaza,

The Committee reviewed the Survey and Research Report which

designation for the property.

ASSOCIATED WITH THE HOUSE) BE PROCESSED FOR LOCAL HISTORIC LANDMARK
DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
d. The Carolina Rim and Wheel Company Building, 306
N. Graham St., Charlotte, N. C.
The Committee reviewed the Survey and Research Report which
can be found on the HLC’s website -- cmhpf.org.
Mr. Gray reported that the Survey and Research Report and
the processing of the property for historic landmark designation were
requested by the owner who recently died. The heirs’ representative told Mr.
Gray that historic designation is no longer desired for this important
Fourth Ward property. Dr. Weis said that the Fourth Ward Homeowners
Association would very much like to see the property processed for historic
designation.
DR. WEIS PRESENTED A MOTION SECONDED BY MR. CAMPBELL TO
RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE CAROLINA RIM AND
WHEEL COMPANY BUILDING, 306 N. GRAHAM ST., CHARLOTTE, N. C., (INTERIOR,
EXTERIOR AND TAX PARCEL ASSOCIATED WITH THE BUILDINGS) BE PROCESSED FOR
LOCAL HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE
MOTION.
5. Consideration of comments from Archives and History.
a. McCauland Building-Thacker’s Restaurant, 221 S.
Tryon St., Charlotte, N. C.
Dr. Morrill said that Archives and History stated in a
letter (shown to the Committee) that due to the fact that the exterior of
the structure has been remodeled and that the original interior is gone, the
Division questions the designation of the property. The owner of the
building requests designation of only the front facade.
The Committee agreed not to make a recommendation and to
report its actions to the HLC at its monthly meeting on March 10, 2008.
6. Consideration of Potential Historic Landmarks
a. Charlotte Coliseum, E. Independence Blvd,
Charlotte, N. C.
Dr. Morrill said that the HLC has been dealing with this
property for many years. Mr. Gray will re-visit the property to assess the
current situation. Coliseum Authority officials will be invited to attend
the next meeting of the Survey Committee.
b. Fire Station No. 7, N. Davidson St., Charlotte, N.
C.
HLC Staff recommends placing this property on the Study List
and funding a Survey and Research Report.
c. Radio Center, S. Blvd, Charlotte, N. C.
HLC Staff recommends placing this property on the Study List
and funding a Survey and Research Report.
d. Long Creek Elementary School historic buildings,
Beatties Ford Rd., Huntersville
HLC Staff recommends placing this property on the Study List
and funding a Survey and Research Report.
e. Huntersville Rosenwald School, Huntersville
HLC Staff suggests further interaction with the Town of
Huntersville about the property before recommendations are made.
f. Potter’s Field Cemetery, W. T. Harris Blvd,
Charlotte
HLC Staff recommends placing the property on the Study List.
g. Crane Company Building, 1307 W. Morehead St.,
Charlotte
The property is a National Register site. The owner desires
local historic landmark designation and is willing to pay for a Survey and
Research report for the property. Staff recommends that the Crane Company
Building be placed on the Study List.
DR. WEIS PRESENTED A MOTION SECONDED BY MR. CAMPBELL TO
RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT STAFF RECOMMENDATIONS ON
THE PROPERTIES OUTLINED ABOVE BE APPROVED. THE COMMITTEE UNANIMOUSLY
APPROVED THE MOTION.
Mr. Campbell asked about the WGIV radio station property.
HLC staff will investigate.
