SURVEY COMMITTEE MEETING MINUTES

April 8, 2004

Mr. Norman welcomed everyone to the meeting. He reported on HLC actions since the last meeting, March 2, 2004, involving the Survey Committee. The HLC voted to 1) table processing the Standard Oil Company of New Jersey Complex, 907 W. 1st Street and the Southern Spindle & Flyer Company Building, 801 W. 1st St., for historic landmark designation until there is evidence of endangerment 2)place the Builders’ Building, 312 W. Trade St., on the HLC’s Study List 3) place the Wallace House, 6100 Monroe Rd., on the HLC’s Inventory List 4) pay for a Survey & Research Report for Torrence-Lytle High School, 302 Holbrook Rd., Huntersville, if the property owner is in agreement, and 5) process for historic landmark designation: Eastover Elementary School, 500 Cherokee Rd., Piedmont Middle School, 10th St., and David Colored (Ada Jenkins) School, 212 Gamble St., Davidson, N. C.

Dr. Morrill reported on the status of the survey of historic sites in Pineville. He has identified a UNCC student intern and is working to complete plans with Pineville for undertaking the survey.

Dr. Morrill and Stewart Gray reported on the status of the preservation study for the Union Bus Terminal. It appears that the cost of saving the building might be prohibitive in the opinion of Spectrum Properties. The Committee directed Dr. Morrill to contact Spectrum Properties to have a representative appear at the April 12th meeting of the Commission to give an update.

 

MOTIONS

1. MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MS. SMITH TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE COMPLETION DATE OF THE UPTOWN SURVEY BE EXTENDED TO THE FIRST OF SEPTEMBER. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

2. MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MS. SMITH TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT HLC STAFF BE DIRECTED TO MEET WITH THE TOWN OF HUNTERSVILLE TO DISCUSS PREPARATION AND IMPLEMENTATION OF A PLAN TO PRESERVE THE HISTORIC CHARACTER OF NECK ROAD IN MECKLENBURG COUNTY. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

3. MS. SMITH PRESENTED A MOTION SECONDED BY MR. PARKER TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE DAVIDSON COTTON MILL, 209 DELBURG STREET, DAVIDSON, N. C., (INCLUDING THE MILL, THE LAND WITHIN THE TAX PARCEL IN WHICH THE MILL IS LOCATED, AND THE TRANSFORMER HOUSE, AND THE LAND UPON WHICH THE TRANSFORMER HOUSE SITS ) BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

4. MR. MISENHEIMER PRESENTED A MOTION SECONDED BY MS. SMITH TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE VICTOR SHAW HOUSE, 2400 MECKLENBURG AVENUE, CHARLOTTE, N. C. (EXTERIOR OF THE HOUSE, INTERIOR OF THE HOUSE, AND LAND IN THE TAX PARCEL WITHIN WHICH THE HOUSE SITS), BE PROCESSED FOR HISTORIC DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

5. MR. PARKER PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE LLOYD PRESBYTERIAN CHURCH CEMETERY, SHARON AND COLONY ROADS, CHARLOTTE, N. C. (INCLUDING THE LAND WITHIN THE TAX PARCEL IN WHICH THE CEMETERY IS LOCATED) , BE PROCESSED FOR HISTORIC DESIGNATION. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

6. MR. MISENHEIMER PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE HLC FUND A SURVEY AND RESEARCH REPORT ON THE WILLIAM L. McCONNELL HOUSE, BEATTIES FORD ROAD., CHARLOTTE, N. C. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

7. MS. SMITH PRESENTED A MOTION SECONDED BY DR. MATTSON TO RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT HLC STAFF BE DIRECTED TO MEET WITH THE OWNER OF MARTIN’S GROCERY FOR THE PURPOSE OF INVESTIGATING PRESERVATION STRATEGIES  FOR MARTIN’S GROCERY, 2718 MONROE ROAD, CHARLOTTE, N. C., AND THAT THE PROCESSING OF THE SUBJECT PROPERTY BE SUSPENDED UNTIL HLC STAFF REPORTS ON THE RESULTS OF THOSE MEETINGS. THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.
